WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />JULY 7, 2016 <br />1. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 16-063) <br />Request for a Use Permit to allow the construction of a new, unmanned telecommunication <br />facility that will include a 195 -foot tall, four -legged steel lattice telecommunications tower <br />with twelve (12) 8 -foot tall panel antennas and related facilities within a 1,500 -square foot <br />portion of a 116 -acre parcel of land situated in the County's Agricultural -20 acre (A -20a) <br />zoning district. The project site is located approximately 1,200 feet southwest of Saddle <br />Road near the 8 -mile marker, Kaumana and Ponohawai Homesteads, South Hilo, Hawaii, <br />TMK: 2-5-002: Portion of 005. <br />Approved with conditions. <br />2. APPLICANT: BEREAN BIBLE CHURCH (Formerly DEETMAN) (Amend USE 202) <br />Request to amend Condition No. 2 of Use Permit No. 202 to remove the requirement for a <br />50 -foot minimum building setback from all property lines in order to accommodate the <br />construction of five (5) 400 -square foot structures within the minimum 50 -foot building <br />setback area. Use Permit No. 202 was originally approved to allow the establishment of a <br />church and related improvement on 2.73 acres of land situated within the Agricultural -3 acre <br />(A -3a) zoning district. The property is located along the south side of Lama Street, <br />approximately 660 feet east of its intersection with Awa street, Pana`ewa House Lots, <br />Waiakea, South Hilo, Hawaii, TMK: 2-2-051:009. <br />Approved with conditions. <br />3. APPLICANT: KATHRYN TYDLACKA (Amend SPP 14-172) <br />Request to amend Special Permit No. 14-172 to increase permitted enrollment at the Ka`u <br />Learning Academy public charter school from 65 students to 100 students and to allow for <br />related facility improvements to accommodate the increase in enrollment. Special Permit <br />No. 14-172 was originally approved to allow the establishment of a public charter school and <br />related uses with a maximum enrollment of 65 students within the former Discovery Harbour <br />Golf Course clubhouse which is situated on 3.69 acres of land within the State Land Use <br />Agricultural District. The property is located at 94-1572 Kaulua Circle, Discovery Harbour <br />Subdivision, Unit I, Ka'u, Hawaii, TMK: 9-4-001:019. <br />Postponed to the August 4' meeting. <br />4. APPLICANT: HILO MEDICAL CENTER (REZ 14-175) <br />Application for a Change of Zone from Single -Family Residential -7,500 square feet <br />(RS -7.5) to Neighborhood Commercial -7,500 square feet (CN -7.5) for 9,230 square feet of <br />land. The subject property is located along that portion of Punahele Street approximately <br />200 feet east (makai) of its intersection with Komohana Street and directly across from the <br />
