Reports from the Connectivity and Emergency Response Subcommittee (CERS): Communication No. 2016-16, 2016-18, 2016-18.1, and 2016-18.2: Marlene Hapai and Patti Pinto presented the Action Committee with the CERS Annual Report as well as supporting documents (Upper Puna Connectivity and the Ad Hoc report). Marlene and Patti both emphasized the remarkable collaborative effort that was put forth to create this report. Hopefully this process can serve as a model for other communities as they begin to work on their own co vity projects. Report of the Pahoa Regional Town Center Plan Subcommittee (PRTCPS): Patti updated the AC on the recent activities of the PRTCPS including the Luquin's Parking lot, which is now in escro The subcommittee is encouraging Pahoa Main Street to organize community meetings order to gather feedback from Pahoa residents and other neighboring communities on w t they would like to see happen on this property. Nadia Malloe (Councilman P ka's Office), Ben Ishii (Dept. of Public Works) and Kurt Inaba (Dept. of Water Supply) were in attendance at the request of Councilman Paleka and offered insight on the options being explored and the potential complications. Mr. Ishii explained that DPW would need a solid plan, i.e. location of restrooms, prior to paving the lot. Nadia has done some research regarding the operation of farmers markets on County property and she believes that if Pahoa Main Street comes up with a well thought out plan answering all the questions that Parks & Recreation would have regarding use, management, maintenance, revenue, etc., that would be a starting point for conversation with P&R. Mr. Inaba confirmed that there is currently no water service to the property but that a meter could be installed on the road Page 2
