Reports from the Connectivity and Emergency Response Subcommittee (CERS): <br />Communication No. 2016-16, 2016-18, 2016-18.1, and 2016-18.2: <br />Marlene Hapai and Patti Pinto presented the Action Committee with the CERS Annual Report <br />as well as supporting documents (Upper Puna Connectivity and the Ad Hoc report). Marlene <br />and Patti both emphasized the remarkable collaborative effort that was put forth to create this <br />report. Hopefully this process can serve as a model for other communities as they begin to <br />work on their own co vity projects. Report of the Pahoa Regional Town Center Plan Subcommittee (PRTCPS): <br />Patti updated the AC on the recent activities of the PRTCPS including the Luquin's Parking lot, <br />which is now in escro The subcommittee is encouraging Pahoa Main Street to organize <br />community meetings order to gather feedback from Pahoa residents and other neighboring <br />communities on w t they would like to see happen on this property. Nadia Malloe <br />(Councilman P ka's Office), Ben Ishii (Dept. of Public Works) and Kurt Inaba (Dept. of <br />Water Supply) were in attendance at the request of Councilman Paleka and offered insight on <br />the options being explored and the potential complications. Mr. Ishii explained that DPW <br />would need a solid plan, i.e. location of restrooms, prior to paving the lot. Nadia has done <br />some research regarding the operation of farmers markets on County property and she believes <br />that if Pahoa Main Street comes up with a well thought out plan answering all the questions <br />that Parks & Recreation would have regarding use, management, maintenance, revenue, etc., <br />that would be a starting point for conversation with P&R. Mr. Inaba confirmed that there is <br />currently no water service to the property but that a meter could be installed on the road <br />Page 2 <br />
