C • Kallua-Kona. 1 lawa,196740 <br />(808) 323-4444 • Fax (808)323-4140 <br />WHEREAS, pursuant to Chapter 127A of Hawai'i Revised Statutes, Chapter 7 of the <br />Hawai'i County Code, and Section 13-23 of the Hawai'i County Charter, the Mayor of the <br />County is empowered to declare a state of emergency when there is imminent danger or threat <br />of an emergency or disaster in any portion of the County; and <br />WHEREAS, the National Weather Service at 5:00 a.m. on August 29, 2016, issued a <br />Hurricane Watch, advising that Hurricane Madeline was approaching Hawaii Island; and <br />WHEREAS, a Hurricane Watch means that hurricane conditions are expected within the <br />next 36 hours; and <br />WHEREAS, at 11:00 a.m. on August 30, 2016, the National Weather Service reported <br />Hurricane Madeline was located about 370 miles east of Hilo moving west at 10 MPH with <br />sustained winds of 115 MPH. Additionally, Hurricane Lester was located about 1280 miles east <br />of Hilo moving west at 14 MPH with sustained winds of 120 MPH; and <br />WHEREAS, conditions associated with both hurricanes include but are not limited to <br />heavy rain, high surf, hurricane strength winds, flash flooding, and mud and rock slides; and <br />WHEREAS, due to the possibility of imminent disaster due to property damage and/or <br />bodily injury to residents of Hawaii Island, and the need for government agencies and <br />representatives from the private sector to mobilize and provide immediate services to our island <br />residents, a state of emergency is authorized pursuant to Chapter 127A, HRS, Chapter 7, <br />Hawaii County Code, and Section 13-23 of the Hawai'i County Charter. <br />NOW, THEREFORE, I, WILLIAM P. KENOI, Mayor of the County of Hawai'i. do hereby <br />proclaim and declare that a state of emergency exists due threat of imminent disaster on the <br />Hawai'i Island due to Hurricane Madeline, effective 4:00 p.m., August 30, 2016, and continuing <br />thereon for 60 days or until further act by this office. <br />IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the <br />County of Hawai'i to be affixed.
