Hawaii County Planning Department <br /> ' Attn: Hamakua CDP/ LeAna Gloor, Project Manager <br /> MIS SEP 14 An 11. 08 <br /> RE:CDP Designation for Barney and Pamela Elders parcel (TMK 3-5-004-005) <br /> PLANNii <br /> COUNT Y OF HAWAII <br /> Below please find a summary of discussion points in advance of our meeting scheduled on 7/19/16: <br /> Current Designation/Zoning, Parcel 005: Low Density Urban (LDU)/Ag20 <br /> Proposed Hamakua CDP Designation: Important Agricultural Land (IAL) <br /> We are petitioning a change in the proposed designation from IAL to LDU based on the following <br /> considerations: <br /> 1. Parcel 005 is not suitable for IAL designation based on the following criteria: <br /> 1.1. Size of parcel (3.9 acres/approximately 2.3 acres suitable for pasture/less than 1.5 acres suitable for <br /> farming) <br /> 1.2. Soil type (B and C) <br /> 1.3. Slope (16%-25%) <br /> 1.4. Machine tillability(suitable on less than 1.5 acres) <br /> 1.5. Productivity(mitigating factors are land values, amount of amendment required for productivity) <br /> 2. On-the-Ground Reality <br /> 2.1. Homestead lots along Kihalani Homestead Rd.- none larger than 15 acres <br /> 2.2. Development already occurred <br /> 2.3. IAL is not an appropriate Urban Growth Boundary <br /> 3. Fairness <br /> 3.1.1. Reduced property values <br /> 3.1.2. Bought property as LDU/Ag 20 <br /> 3.1.3. What happens when owners "age out" of farming?; are current structure(s)on property <br /> grandfathered if destroyed (due to age,fire on other disaster)? <br /> 4. Need for LDU <br /> 4.1.
