37 BUSINESS OF COMMITTEE <br />38 1. Reports - <br />39 a. Liaison Reports <br />40 1. South Kohala Traffic Safety Committee - Joel Cohen - written report <br />41 reviewed <br />42 2. Staff Member Deanne Bugado provided the AC will information regarding <br />43 the types of subcommittees which can be created by the AC - Standing or Ad <br />44 Hoc/Investigative Committees. Standing Committees (Created/Authorized <br />45 through the rules of the Committee) should handle large and complex issues <br />46 whereas ad hoc committees (established for a specific and limited function <br />47 during regular session of Committee) should handle short-term projects. <br />48 Staff also discussed the requirements/expectations of the types of <br />49 subcommittees in relation to sunshine law requirements. Standing <br />50 committees need to post agendas and minutes while ad hoc committees <br />51 have to follow the 3 meeting process at the AC level (1St meeting establish, <br />52 2nd or middle meetings reporting and 3rd meeting decision). <br />53 3. Joel Cohen continued the discussion with the AC on the draft motion to <br />54 create 2 new subcommittees. Joel and the AC discussed the intentions of the <br />55 proposed new subcommittees as well the expectations that are being <br />56 proposed for both. Joel stated that he has not nor will be proposing the <br />57 motion to create the subcommittees but wanted to bring up for discussion <br />58 the process and intent of the subcommittees. <br />59 Joel Cohen made a motion to table further discussion until the 1St meeting in <br />60 2017 after change in administration has occurred. Robbie Robertson <br />61 seconded the motion. Motion passed with 6 ayes (Joel, Robbie, Julia, Eddie, <br />62 Roger and John) and 1 opposed (Dojo). <br />63 STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA <br />64 Cindy Evans discussed with the AC the possibility of their involvement in the <br />65 development of regulations for group bike rides/tours. Suggestions were made to <br />66 start the discussions with the South Kohala Traffic Safety Committee and when/if <br />67 they are ready to make recommendations the AC can support their efforts. <br />68 David Tarnas stated that he would recommend that the bike ride/tour <br />69 regulations/guideline development issue start at the South Kohala Traffic Safety <br />70 Committee as well as their scope of review includes both state and county roadways <br />71 whereas the AC is primarily concentrating on County facilities. <br />72 ANNOUNCEMENTS <br />73 • Jojo announced that the new Chair of the South Kohala Traffic Safety Committee <br />74 is James Hustace, that she will volunteer to be the AC's liaison representative to <br />75 the committee meetings and that there will be a Historic Preservation Standards <br />76 Seminar hosted by the Historic Hawaii Foundation on 8/16/16 at the Royal <br />77 Kona Resort (this class is how to preserve and rehabilitate historic places) <br />
