A discussion led by Mr. Enright about the agricultural <br />viability of this coastal area concluded with the acknowledgement that, while the area may not <br />be an ideal agricultural area, again due to its close proximity to urban areas, keeping the area in <br />an agricultural designation will likely achieve the community's objective of maintaining open <br />space and protecting viewsheds for this area. <br />Mr. Neff moved to preliminarily confirm the January 2016 CDP mop designations for Papo'ikou <br />Point. Second by Mr. Carvalho. Motion passed with 7 votes aye and 0 votes nay. <br />The attached map illustrates the land use policy map revisions preliminarily accepted by the <br />Steering Committee. <br />*The meeting was running overtime so Ms. Gloor asked the Steering Committee if they were <br />able to stay to complete the final item of Document #4. Mr. Carvalho and Mr. Enright needed <br />to leave due to prior commitments. Quorum was retained with Mr. Kurokawa, Mr. Neff, Ms. <br />Pahi'o, Mr. Moniz, and Ms. Mendoza. From this point on, voting on motions was based on 5 <br />Steering Committee members rather than 7. <br />CDP Land Use Policy Map: Hakalau Point <br />Ms. Gloor outlined Option 1 (no change to the Draft CDP) and Option 2 for Hakalau Point: <br />Revise the Open shoreline area along the coast to be consistent with the Open area as shown <br />in the current General Plan, and revise the Industrial designations for parcels 2-9-020:079 and <br />2-9-020:081 (as shown on the Draft CDP) to be consistent with the current General Plan. <br />Using the decision making tool, Mr. Agres facilitated Steering Committee discussion. Ms. Gloor <br />clarified that Zoning determines permitted uses while LUPAG guides future development <br />options and advised attendees to refer to the LUPAG FAQ handout, which helps to outline the <br />different LUPAG designations being discussed (LUPAG FAQ handout is available online at <br />http://records.co.hawaii.hi.us/weblink/DocView.aspx?dbid=1&id=78789&page=1&cr=1). Ms. <br />Gloor also clarified that the CDP does not automatically change the General Plan LUPAG maps, <br />but the CDP Land Use Policy Maps provide guidance to the General Plan Comprehensive <br />Review, which is a separate process. <br />As the result of a lengthy discussion detailing the permitted uses allowed in the Industrial zone <br />(MG) from the County Zoning Code Ch. 25, the Steering Committee devised a 3rd Option: Revise <br />the Open Shoreline area along the coastline to be consistent with the Open area as shown in <br />the current General Plan (2005) (but align the wavering boundary between the Open and LDU <br />areas along the private road on the southern part of the point), and designate all of parcels 2-9- <br />020:079 and 2-9-020:081 Open because guiding future development to this area is not seen as <br />consistent with minimizing new coastal development. <br />Mr. Neff moved to preliminarily accept the new Steering Committee proposed Option 3 os <br />stated above. Second by Mr. Kurokowo.
