Industrial to Open and to revise the Open shoreline area along the coastline to <br />be consistent with the Open area as shown in the current General Plan (2005) <br />(but align the wavering boundary between the Open and LDU areas along he <br />private road on the southern part of the point). <br />Mr. Moniz moved to adopt Option 2 (revise the Open and Industrial areas in the <br />proximity of Hokolou Point to be more consistent with the current Generol Plon <br />(2005)) os presented in the September 10, 2016 Steering Committee meeting. <br />Second by Mr. Carvalho. <br />Additional discussion by the Steering Committee ed to a friendly amendment to <br />the initial motion. <br />Mr. Moniz moved to odd o friendly amendment to his previous motion — to align <br />the wavering boundary between the Open and LDU areas along the private rood <br />on the southern port of the point. Second by Mr. Carvalho. <br />Original amended motion foiled with 3 votes aye and 2 votes nay. <br />The Steering Committee needed 5 affirmative votes for the motion to carry and <br />so, after further discussion, it was clear the committee was unable to agree on <br />an option for Hakalau. It was decided that the Planning team would research <br />new options for moving forward and consult with Corporation Council prior to <br />the next Steering Committee meeting. qw <br />b. Map adjustments in Pauka'a: Option 1 is to maintain the January 2016 Draft CDP <br />agricultural designation for parcel 2-7-003:024, and Option 2 would designate parcel 2- <br />7-003:024 as LDU. (Note: Earlier testimony provided from Marissa Harman from <br />Kamehameha Schools clarified that the initial request for consideration also meant to <br />include parcel 2-7-003:025 in the LDU.) <br />The Steering Committee discussed both options at length and also asked Kamehameha <br />Schools representative, Allen Salavea, to clarify the intentions of the landowner, <br />Kamehameha Schools, in their request to designate parcels 2-7-003:024 and 2-7- <br />003:025 as LDU. Mr. Salavea clarified that the intention is not to develop residential <br />density in this area, but to allow flexibility to develop housing options, perhaps on a <br />lease basis, for agricultural worker housing near their agricultural holdings. <br />Discussions centered on parcel 2-7-003:025 being a large coastal parcel and parcel 2-7- <br />003:024 being highly visible to Highway 19. Concerns were raised that residential <br />development of these parcels would impact the open area viewsheds and visually not <br />provide a distinct rural 'break' between the residential areas of Pauka'a and Papa'ikou. <br />Consideration was also given to the fact that another planning tool, besides the CDP <br />policy map and LUPAG, could likely be used to achieve the landowner's objective of <br />providing agricultural housing, without designating the entire parcels as LDU. <br />Page 114 <br />
