And so we've been told that the process is <br /> handled by Department of Finance Procurement Division or <br /> Purchasing Division...and yet here we are in a competitive bid <br /> process where the sealed bids are opened by Department of Public <br /> Works. So I don't feel comfortable being able to address <br /> completely the petition at this moment.
