Steering Committee Review of Community Input, October 2016 Review Document 5 of 5 <br />NOTE: The possible revisions summarized in this document provide clarifying language to ensure <br />that the relationship between the CDP and the General Plan is clearly articulated. These are <br />revisions to the preliminary decisions reached at the September 10, 2016 Steering Committee <br />meeting (i.e., not revisions to the January 2016 Draft CDP). <br />Proposed Edits: Text in red are proposed additions; text that isut are proposed deletions. <br />Steering Committee Deliberations on Revisions <br />Section 3: Preferred Land Use & Settlement Patterns <br />1. Revise Land Use Policy 1: <br />"With the adoption of the Hamakua CDP, Figures 2-13 9) are adopted as the effiGial <br />Land Use Guide '' Map for the Hamakua CDP Planning Area. Future land use decisions in the <br />Hamakua CDP planning area shall be consistent with the Land Use Guide '' Map, unless the <br />CDP and the General Plan are in direct conflict, in which case the General Plan shall be controlling. <br />As with the General Plan Land Use Pattern Allocation Guide (LUPAG) map, the CDP Land Use Guide <br />Map designates preferred future development patterns by indicating the general location of <br />various land uses in relation to each other. To maintain consistency, the land use category <br />definitions used in the CDP Land Use Guide Map are identical to those currently used in the 2005 <br />General Plan LUPAG map. <br />See also Policy 12 for the County Action that aligns the CDP Land Use Guide Pe4ey Map with the <br />General Plan. Policy 12 is necessary because the CDP Land Use Guide Map does not automatically <br />amend the General Plan." <br />Rationale: Clarity is provided to address questions raised about the relationship of the CDP and the <br />General Plan. On the one hand, language is added to clarify the role of the CDP Land Use Guide <br />Map relative to the level of CDP guidance provided for in Chapters 14.1.1 and 15.1 of the General <br />Plan; specifically, the CDP Land Use Guide Map is designed to "designate and coordinate detailed <br />development patterns," to "direct physical development," and be a "detailed land use and zoning <br />guide map."
