I am from Texas. Kema, Texas did a project similarly to this. It is called the Kema boardwalk. Please see link below. It would be nice to do something proven to pack in the people by using their model. We could give ours a more Hawaiian appearance. They have an aquarium that is awesome. Inside the aquarium there is a seafood restaurant. While eating you are surrounded by these giant fish tanks. Outside there are rides and boating activities. Very fun place that is good for tourism and locals of all ages, unlike Kona that seems to be adults only. Feels very upscale. Why reinvent the wheel? This has proven to work, even after a hurricane that flooded it. Peter Vana will call tomorrow morning regarding possible ideas for a transportation hub in the Banyan Drive Redevelopment Area. Peter (contractor) stopped by to check on an electrical permit for a separate matter but he also wanted to provide suggestions for the Banyan Drive Redevelopment Area. Peter mentioned that he liked the concepts he's seen for the BDRA. However, Peter was concerned that transportation may be overlooked. Jeff mentioned that there was a presentation last night but I don't think Peter knew about that so he may not be aware if transportation concerns were addressed. A couple of things that Peter mentioned at the counter today was. • Maybe the orientation of the cruise ships would be b he cruise ships were perpendicular to the properties fronting Banyan Drive (yellow arrow). This would easier access for cruise passengers, as well as allow for the necessary safety buffer zone area around ruise ships. The overgrown trees block the beautiful view to Liliokalani Park, Coconut Island and the beautiful ocean coastline. The trees also harbor rats, other vermin and create an environment for homeless and thieves to inhabit and hide. Tear down poorly maintained existing facilities. Please also pull in a developer like Hyatt or Sheraton, that have the capital funds to build quality facilities and to maintain them into the future. Assess Lessees an annual environmental/pristine ocean front impact fee, so our county and local governments have an annual benefit account/fund to draw directly from to improve/maintain and protect, clean up after a natural disaster, specifically for the Banyan Drive Redevelopment area, along Bayan Drive. My husband and I were married 37 years ago in Liliokalani Park. My mom grew up in Shinmachi camp before tsunamis, played in the area and had swimming lessons from Sparky Kawamoto in the area, so we know how special it is also for these activities and life events for locals. Keeping the balance will be a challenge, but we must do better for all visitors/locals and pull in some funds for our economy, create jobs with a living wage, so locals can keep residing on Hawaii Island and to preserve/protect the area. Moreover, the open area will be obstructed with the Hotel. I understand the reason for putting a hotel there because of the Garden but it will really damage the intention of Liliuokalani appreciation for Japanese landscaping and the friendship between the two countries. Plus many local Hilo residents use that open space and it would very sad to turn it into more of a commercial venture. Please consider changing your plans and perhaps concentrate the hotels in the current existing area along the shoreline. I am from Texas as well, in Idaho they have a place called The Kroc center. It would be nice to have something here similar to that, involving both children and adults. I have left a link below. At the Kroc center they have a mini -game room with lots of consoles, air hockey, vending machines, an indoor pool with a slide leading into a lazy river and a gym. As an addition they have classes for the children to learn and make new friends. On the other side they have a little cafe and internet for anyone who has free time. I must say, I was delighted to see that the proposal includes a significant number of new boat slips and walkways lining the shores of Reeds Bay. As a Hilo resident, retiree, and owner of a 36 ft sailboat, which cannot be accommodated by any of the existing boat mooring facilities, I have long wondered why Hilo, with it's huge bay, has no marina to meet the needs of the boating public, deep sea fishing enthusiasts, and tour boat operators. Currently, there are precious few such recreational opportunities available in Hilo for the hundreds of passengers arriving in Hilo on cruise ships every week. Having been obliged to moor my boat periodically in Honokohau Harbor and seen the boost to the small business economy of the area which that facility provides, the lack of a similar facility in Hilo mystifies me. While my boat was moored in Kona recently I spent several thousand dollars for fiberglass repairs, engine work, haul out and bottom painting, welding of stainless steel railings, boating supplies, and soon. The marina shipyard was constantly busy during the six weeks I was there, and the tour boats were busy day in and day out. I was just one among dozens of boat owners patronizing small businesses and workshops in the shipyard. Needless to say, I would much rather have spent all that money here in Hilo where I live and avoid the long commute to Kona to oversee the work. Director Kanuha mentioned the need to take into consideration the current generating capacity of the peninsula from the State's perspective, so I would like to remind the Agency that there is great potential for tax revenue generation and expansive growth from small businesses providing services to a small boat harbor. That revenue potential is likely to be much, much greater than static rent collection by the State from the existing or future hotels along Banyan Drive, or from simple dockage fees collected from just a few boat slips in the Bay. In addition, the cost of recovery of a well-built small boat harbor after a tsunami would be vastly less than virtually any other kind of development I can think of. My purpose in writing, therefore, is to strongly encourage the Planning Dept and the Agency in turn to generate some real excitement by seriously considering the development of Reeds Bay into a state of the art small boat harbor to rival Honokohau. The location offers every advantage for such development, even better than Kona, with surrounding park areas for picnicking, strolling, jogging, bathing and so on, all within walking distance of downtown. Such a development would be transformative for the local economy of Hilo Town, providing good jobs with small businesses, service trades, and tour operators alike. It would also save me having to move my boat every 120 days each time my temporary anchoring permit expires, which is pretty ridiculous for an oceanside community. Friends on the east and west coasts are shocked when I tell them how unfriendly Hilo is to boaters, sitting out here as we do in the middle of the Pacific. However, in the planning process the "Devil is in the Details". As a full time resident at 121 Banyan Drive, Country Club Hawaii dba Oceanfront 121; a healthy place to Stay and LiVE!, I believe I have an specific information that will be helpful in developing your Banyan Drive Plan. However, as a Business Consultant, who has been accepted as an expert witness in both the State and Federal Courts in Business Valuation, and Loss Income Issues I need to disclose that these details are presented, as an individual, and not a representative of the CCH AOAO, Inc. which has an operating agreement to operate the property for its owner, The State of Hawaii. I purposely have not received, sought any information from its Board of Directors. This analysis will focus on whither the Country Club Hawaii property should be turned into a park. Here are some facts that should be considered in your decision making process: The owners' association manages 146 units in the building that was build as a Travelodge Hotel. A Commercial Unit representing 11% of the leasable space is located on the ground floor. The design of the building was done shortly after the 1960 Tidal Wave, and was designed to withstand a 12' wave. It is an extremely strong cement structure, with all hotel rooms built above the 12' mark. The 65 year lease with the State of Hawaii expired on March 14, 2015, with the State becoming the owners of the building. A licensing agreement appointing the Country Club Hawaii AOAO, Inc. to operate the building from the State of Hawaii. As a former unit owner I am now a "tenant in possession", and make month maintenance payments, in addition to a monthly fee for the "Possession Agreement" (PA). Approximately 49 other former unit owners have also done so. These PA holders if a new lease is executed will not have to repurchase their former units; ergo the PA agreement is an option. These PA holders are either full time residents, snowbirds, who winter in Hilo, or investors. 10 units are in litigation, and six units are unclassified. It is my belief that the owners' association will control 95 units within the next 90 days. The owners' association has been current with its vendors for the past 12 month, and it has been paying down its past debts by $18,000/ month. I estimate that the past due vendor debt to be $750,000 as of 06/30/2016. Major components in the building needs to be replaced: Roof, boilers, chill water A/C system, two elevators, electrical wiring for individual unit metering for its power, hot water system, building painting inside and outside, parking lot resurfacing, hallway flooring, ceiling, and lighting. The current PA holders do not have the funds to make these required investments as they are all senior citizens, 55+. Without a new lease being issued within a year, I estimate that a major component will fail. It is not a question of if, but when. One of the two elevators has been out of order for more than 10 times in the past 90 days, This will force CCH AOAO to cease operations. However, with a new long term lease in place, these 95 AOAO owned units could be sold, or the remodelling costs could be financed, and its past due debt to its venders paid off. What would happen if the building were to shut down? First, the State and County governments, would n receive the annual $110,000 in taxes and lease rent. Second, the county's receiveables or C s ffiaer and sewer charges,. $200,000 +, would have to be written off. Third, the State would hve tobr gnAsymat ;d 4 By:.,,,0 6 4 7 $3,000,000 to remove the building, and the County would have to spend an additional $250,000 to put in a waterfront park that had no access to the water. There is an 8 to 10 foot shelf that prevents easy access to Hilo Bay from the property. As part of this analysis I have provided photos to show the following: On the 4th of July long weekend families were enjoying picnicking, at the vastly improved Reed's Bay facilities for their beach outing. These photos were taken on a sunny Sunday at 1:00 pm on the 3rd of July. Please notice two things: Every family had children, who were usually playing in the water, and the tents, where the cooking took place was on the grassy areas. As one got away from the beach the less tents were erected. This park area was less than 50% full on one of the busiest family picnic days of the year. I also included photos of the view lines from CCH unit 531, a renovated unit with the view of the busy harbor. Photos of the 8 to 10 foot shelf that fronts the property, preventing easy access to the water. Finally, the property to the East of CCH, the Bayview Banyan apartment complex sits has an existing State lease that does not expire until May 28, 2032....16 years. If the absorbing rate changes, and more park space is needed that does not have direct access to the water, both buildings could be taken down at the same time. I have never known the State to cancel a land lease and pay a condemnation costs. It make economic sense to both the State and Country to have the Banyan Drive Redevelopment Board grant/ recommend that a new 15 year lease be offered to the CCH AOAO, and or the public at an auction. This would provide time to immediately, renovate the building, and reposition the building to a mixed use condo, marketing primarily to health counsious Baby Boomers tourists with a minimum staying period of one week. Remember, Banyan Drive is the healthiest place to stay in the world. Without the new lease, the Country Club Hawaii, will add to the "Blighted Conditions" that currently exist along Banyan Drive, and the County of Hawaii would own the world's most expensive beach park, that had no access to the water. I would like to add my thoughts and ideas to the generally fantastic goals you have included in the plan. Over the years it has been distressing seeing how run down the Banyan Drive peninsula has gotten. I am extremely glad your team has taken the opportunity to invigorate the area. With Hilton Hotels / Doubletree group taking ownership of the Naniloa it appears brighter skies and energy will return to the area I spent I lot of my youth. From working at the old Orchid Isle Hotel, to hanging loose at the Polynesian (Poly) Room at the Naniloa dancing till dawn, those good ole days and excitement and business will hopefully return upon completion of this project. Creating an environment on the peninsula to attract tourists and even have locals to spend time and money there more unique and different attractions need to be generated. Ideas to pull people in like magnets to see, shop, learn, get entertained, or just take in the beauty of the area. Obviously all this will take investment dollars. I hope your team and county government will pull resources both in state and out of state to achieve the goals you have set. First item is the proposed addition of another new hotel along the drive. Although this will add new jobs and hotel rooms to the area, it seems the planned location frontal off the Liliokalani Gardens would block or limit access to the general public. I am in favor of adding more hotel rooms for future patrons to lodge at but perhaps reconfiguring its site may be advantageous. Second, the depicted promenade and boardwalk from the new cruise ship terminal along Reeds Bay and up to main area of Banyan Drive is sheer genius. I absolutely love this. This way cruise ship passengers can walk of their cruise liner, either walk down the boardwalk and enjoy the sights, sounds, and smells of the area of maybe have a tourist jitty ride move along the boardwalk trail. Many options here to create and investigate. Third, the center piece cultural center to consume of most of the current 9 hole golf course is another great idea. As a separate piece of this puzzle I have more in depth ideas on this portion of the revitalization project. This new center building should encompass and be used as a replacement of the very old civic auditorium down Manono Street. My vision would be a new arena multi use convention type space to attract variety of shows, entertainers, and even sporting events to the Hilo area. Adjacent to this and part of this multi building complex would include a cultural and learning center. A historical museum detailing the Hawaiian peoples' history from the arrival at Ka Lae to present. As part of this a possible tourist attraction or activity would be a ride on a replica of the Hokulea double hull canoe. Along the shoreline a new dock pier constructed. This could also be part of the arena / culture and learning center. I think the focal point of the Banyan Drive Redevelopment is the cultural center or what most want to see, is an indoor convention hall or center. A size capacity in the range of 5K to 10K people — a more conservative number as opposed to my previous figure of 15-20K. Starting here, this can attract more hotel rooms, then more direct mainland flights to hilo. Economically, money coming in from outside. I am involved with Big Island Jr Golf, so will inform the board and tell them not to worry. The time frame for changes are beyond their jr golf life and our club is consumed with play in west Hawaii. You may hear some opposition from the adult and senior golf community, but I feel that number is less than 80 people. I spent most of my life in Hilo and realize we lack the hotel rooms and tourists. Revitalizing Banyan Drive is the best solution to regenerate our most important industry. Our Ag Industry is very worried these days from the lack of rainfall and support. Some commenters (Friends of the Park) failed to realize that the 'proposed' location for a new hotel is actually back behind where the current park is (because they did not realize the road realignment involved). I think they also failed to realize that no park benches would be removed. Their comments were at cross purposes. Wouldn't a park, twice as large, be very nice indeed? I think that there may very well be space for two new hotels. 5. Questions/concerns... I think that Oguss has a point. One has to have concern for where the current residents of low-income housing (in Country Club, Reed's Bay, Uncle Billy's, and later—when lease expires—Bayview Banyan) will go. Hawaii county is not short of land where modern, low-income eligibility, housing might be built. For example, in town, the state owns 267 acres bounded by Mohouli, Puainako, and Komohana streets)—why not open that up for development including low-income units? Or, somewhere near Shipman Industrial Park? What we have right now is a situation where some people are being used, (almost as pawns, vocal ones at that) by leaseholders as 'reasons' why certain buildings must stay. Fees (if they are even paid) are too low to keep buildings up to code (if they ever were), so the pawns have ultra -cheap accommodation and also provide a loud voice for "no change". r leaseholders have advocates ("We'll be homeless!") for their maintaining their leases. Result: Banyan Drive never changes except the trashier buildings just get trashier. State studies show that they have very low expected lifetimes and that the renovation costs would be immense. Reeds Bay usually appears as the wonderfully calm, and beautifully placid location that we all love. However, it - is well known among boaters for two major problems. 1) Reeds Bay is open and exposed to northerly winds storms. Further the "fetch" of open water between the Hilo Bay Breakwall and Reeds Bay is sufficient for the formation of breaking waves and dangerous white cap conditions within Reeds Bay. These storms occur several times each year. 2) A less obvious feature of Reeds Bay is the over lay of fresh/brackish stream water run-off that floats over a deeper, denser layer of salt water. This vertical gradient of salt concentration produces a galvanic current effect in chain moorings that can quickly corrode and weaken these privately installed (with DLNR permit) moorings and their fittings. As a result of both of these problems Reeds Bay is notorious for the loss of many beautiful boats. They come to a sad end broken to pieces on the rocks of the Reeds Bay shoreline. This is an ongoing yearly occurrence. Most recently an Ingrid 38ft ketch broke free and fortunately was able to be rescued from the rocks, before sinking, and is currently ashore having through -hull damage repair. Additional slips are long overdue and will definitely be put to good use. And the plan to improve reeds bay as well, will provide much needed protection to the mooring area. As a sailboat owner and active commercial fisher the biggest hurdle has been finding a place to keep my boat, and has made it much more difficult for me and my fishing partner to contribute to the fishing community as much as we would like. i.e. Stress of figuring out where the boat will "live" every four months, since transient spots are only available for 4 months every calendar year, as well as finding a suitable place to do maintenance work. Also, I have bought another sailboat, currently undergoing repairs, a 42 foot catamaran which I would like to turn into a commercial vessel. Again, the biggest hurdle is finding a place to keep the boat. And without a slip or permanent mooring a commercial venture will be very difficult, if not impossible. Hilo is a wonderful boating area and it's a shame to see it neglected so. I greatly hope that the plan for the slips and mooring field will be a priority and take precedence over the hotels (could it be done before the tearing down of old buildings takes place?) While tourism is very important, and the improved banyan drive will make the area safer in general, I believe the local community is equally important. Also, the additional slips and mooring field will make it possible for more commercial boat charters to happen, which will re enliven the whole bay front area and make Hilo a more desirable tourist destination. I have 1 other perspective to offer. Has anyone considered involving the Department of Defense (DOD) in the redevlopment planning? I feel we have many military personnel (retired vets and active reservist inluded), on island and whom also visit the island. Honolulu has a hotel/resort in Waikiki nearest Fora Derussy called "Hale Koa". The Hale Koa is for military personnel, retirees, DOD personnel and their families. Many military personnel and their families stay at the Hale Koa when on Oahu. Many military personnel also visit the island of Hawaii to see the Volcano but end up staying at the resorts on the west side of the island. Military operated hotel and recreation facilities are funded by federal (DOD) funds and offer accomodations and recrational facilities to militray families at a reduced price. Therefore, the Hale Koa on Oahu for example is always in use to hold military family wedding receptions, baby & graduation parties, etc., with the families paying to stay over at the hotel and enjoy the accomodations. Many military families travel here to enjoy the Hawaiian experiences and culture. I think in the future, Hawaii Island will ultimately have a stronger military presence, especially if Pohakuloa Training Area is develped in the future, to house militray personnel and their families. It is another perspective to offer. I know we have Kilauea Military Camp (KMC) in the Volcano area. However, KMC has limited accomodations. I believe an under-utilized attraction—that is already in-place - are the Banyan trees planted by various VIPs over the years. This is an INCREDIBLE visitor attraction! Every hotel/condo in Hilo should have a brochure titled something like -"The Banyan Drive Historical Tree Walk'. As you probably know a few years ago local author Ted Coombs wrote his book - "Banyan Drive: The stories of incredible people". The book has biographies of EVERY single person who planted a tree on Banyan Drive. Using the book you could update every tree with a nice plaque that has both the person's name as well as a short biography. The brochure could have questions for kids to answer based on the biographies—so it would be kind of like a historical treasure hunt! (I'm a teacher in Kona). What a fun -and healthy activity -for visiting families! So there you have it. You already HAVE the resource -all you need to do is spruce it up a bit. Hundreds of people gather and visit here each day in this garden. It is an oasis. This is a spiritually inspiring garden. As a native of Japan, I can feel the hearts and souls of those people who created the garden. I must say that Liliuokalani Park and Garden is the only one in the entire world that has a view of two of the largest volcanoes on earth: Mauna Loa in the background and Mauna Kea in the foreground with an entire view of Hilo Bay. Sitting on the bench in the morning sun or evening, your eyes go far out to Mauna Kea, then there is sparkling water right where you are sitting. A mountain and water view in one park is both bold and serene. Who would dare to mutilate such a place? Who would want to look at hotel windows? It would never be the same garden.
