Director Yuen thanked the Commissioners for their services, and commended for their <br />efforts to work from the set guidelines as evidenced in the recent meeting minutes. <br /> <br /> Director Yuen summarized zoning, land use and building trends on the island, and <br />distributed to the Commissioners his letter of December 22, 2006, to the Planning <br />Committee regarding the overall development trends. Topics included the number of <br />new residential units authorized by building permits, the areas with higher levels of <br />building permit activity (e.g. Hawaiian Ocean View Estates, Hawaiian Ranchos and <br />Paradise Park), the recent zoning activities in the Kailua-Kona area, the cyclical pattern <br />of development on the island, and the Community Development Plan project. He added <br />that the County has been trying to get properties rezoned for residential development, tied <br />with affordable housing requirements, to provide housing opportunities in the Kailua- <br />Kona area. Affordable housing in the Kailua-Kona area is needed, since a large working <br />population has been moving far away from where jobs are located for mostly economical <br />reasons, which pattern worsens traffic congestion and is not working. <br /> <br /> Prompted by the Commissioners’ questions, Director Yuen went over affordable housing <br />issues, such as the basic requirements, incentives for developers, and the status and <br />challenges of certain projects as an example. <br /> <br /> In response to the Commissioners’ inquiries, Director Yuen informed them of the <br />pending road projects in the Kona district and the status of each one, including Hienaloii <br />Road, Kealakaha Street, Alii Parkway, Mid-Level Road, Hokulia Bypass, the Napoopoo <br />junction and the Queen Kaahumanu Highway expansion.
