WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />OCTOBER 6, 2016 <br />A regularly advertised hearing on the referral of COUNTY COUNCIL BILL NO. 228, <br />DRAFT 2 (HILO MEDICAL CENTER REZ 14-175) was called to order at 10:27 a.m. in the <br />County of Hawaii Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with <br />Chairman Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Gregory Henkel, Joseph Clarkson, Donald Ikeda, Myles <br />Miyasato, and Raylene Moses. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Duane Kanuha (Planning Director), Molly Stebbins (Corporation Counsel <br />for the Windward Planning Commission), William Brilhante (Assistant Corporation Counsel for <br />the Planning Director), Malia Ho (Deputy Corporation Counsel), Jeff Darrow (Staff Planner), <br />Maija Jackson (Staff Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />And 15 members from the public in attendance. <br />INITIATOR: COUNTY COUNCIL (BILL No. 228, Draft 2) <br />APPLICANT: HILO MEDICAL CENTER (REZ 14-175) <br />Referral of Bill 228, Draft 2; an Ordinance amending Section 25-8-33 (City of Hilo Zone Map), <br />Article 8, Chapter 25 (Zoning Code), of the Hawaii County Code 1983 (2005 Edition, as <br />amended), by changing the district classification from Single Family Residential -7,500 square <br />feet (RS -7.5) to Neighborhood Commercial -7,500 square feet (CN -7.5) for 9,230 square feet of <br />land. The subject property is located along that portion of Punahele Street approximately <br />200 feet east (makai) of its intersection with Komohana Street and directly across from the <br />Hawaii Community Correctional Facility, Punahoa 2nd, South Hilo, Hawaii, TMK: 2-3- <br />035:018. The County Council is remanding Bill 228, Draft 2 back to the Planning Director and <br />the Windward Planning Commission for comment and recommendation to consider proposed <br />conditions of approval associated with the change of zone requested by Hilo Medical Center <br />(REZ-14-175) that was heard by the Windward Planning Commission at its meeting on July 7, <br />2016 and for which an unfavorable recommendation of the request was offered to the County <br />Council for its consideration. <br />HENKEL: Okay, we'll move to No. 7 on the agenda which is the County Council Bill No. 228, <br />Draft 2.
