APPENDIX - E <br />Funding <br />Funding for these road projects can come from a number of sources, including state grants, fair share <br />contributions, and general obligation bonds. The Council approved an amendment to the 2016-2017 Capital <br />Improvement Budget, as shown in the following two pages, for $11 million. Of that amount, $5.5 million is <br />for construction and $5.5 million is for planning, design, and land acquisition. <br />The County Council approved this proposed amendment to the CIP budget at its special meeting on May 18, <br />2016, and it will be effective as an ordinance on July 1, 2016. <br />However, this CIP amendment is being approved without funding; if general obligation bonds are to be used <br />to pay for this, the County will need to enact an ordinance to authorize the issuance of such bonds. This <br />appropriation will lapse in two years, meaning that the Council will continually need to reaproppriate the <br />funds for this project to remain in the CIP budget. <br />
