Right. All of this is part of the <br /> process that our structural engineers go through...so it gets very <br /> technical and it involves math. So if you take a look at it from that <br /> process and what the record show...Mr. Daniel Lee in this case...if <br /> you decide to keep the case actually...stuck to what was a <br /> technical requirements in the code...because the materials for <br /> construction did not have established tables and calculations for <br /> their strengths in our County...we asked the applicant to provide <br /> those. When the applicant had trouble providing those...Mr. <br /> Lee...Daniel Lee sat with him at least twice to go over what was <br /> needed and actually work with him to come up with the <br /> calculations. And now the permit was issued...yes the permit <br /> could have been issued faster...but ideally for this system...if an <br /> application comes in with everything necessary...all the <br /> documents...all the drawings...all the calculations...the review is <br /> relatively fast. The review can be relatively fast...the approval can <br /> be relatively fast...but as you can see here from the paper <br /> documents with Mr. Kerr...there was just too many gaps of things <br /> that were needed. And once those questions and gaps were <br /> filled...the approval was able to go on. This isn't the only project <br /> that our building division had to go and review...besides dealing <br /> with special inspections or events...unplanned events that come <br /> up. There are other plans in the review process because <br /> everybody's applying everyday which is great. We are cognizant <br /> of the industry. We are cognizant of the design professionals' <br /> timeline to get the projects done...but we're also cognizant and we <br /> are also fair to the owner builders. That's another sector of our <br /> customer that come in and maybe only building their house one <br /> time...right...they don't do it as a profession...for a living and so <br /> each type of customer requires certain levels of service depending <br /> on the situation. And in looking at this...this case...I think if it <br /> comes down to an issue of the technical requirements and how the <br /> building division...the administration of the County...the <br /> administrative branch of the County...enforces and applies the <br /> laws. I think that it can either sent to the Board of Appeals for the <br /> technical requirements or if it goes further for formal hearing or <br /> informal hearing...that there was no violation of the Board of <br /> Ethics...because the legislative body for our County...the County <br /> Council adopts the laws. Our administrative branch enforces them <br /> and that is all Mr. Lee...Daniel Lee was doing in this case and then <br /> if there's a dispute...normally it would go to the judicial <br /> branch...right...over the enforcement and in this case if there is a <br /> dispute over the requirements whether calculations were <br /> 31 <br />
