Action Committee: <br />Seat vacancies are rare and failing to meet quorum occurred only twice in June 2015 and January <br />2016 when at least five members were not available due to business or personal vacations. <br />Meetings were either rescheduled or cancelled well in advance. The AC has continued to engage <br />an increasing number of residents and stakeholders in the implementation projects being pursued. <br />Current Puna CDP Action Committee Members: <br />Larry Brown, Chair — Hawaiian Paradise Park <br />Frank Commendador, Vice Chair - Glenwood <br />June Conant — Hawaiian Paradise Park <br />Farris Etterlee — Puna Beach Palisades <br />Introduction: <br />Leila Kealoha — `Opihikao/Kaueleau <br />Susan Osborne — Leilani Estates <br />Patti Pinto — Fern Acres <br />Elmer Solis — Orchidland Estates <br />This reporting period has seen changes in the meeting schedule of the AC. Additionally, the <br />comprehensive update of the County of Hawaii General Plan (GP) has provided an opportunity <br />for the AC to provide input and comments, participate in workshops and planning processes, and <br />to assist in aligning the PCDP and GP goals and actions. <br />At the August 2015 PCDP meeting, the AC decided to alternate locations of their regular <br />monthly meetings. It was decided that meetings would alternate between the Kea`au Community <br />Center and the Pahoa Neighborhood Facility. The AC felt it was necessary to provide an <br />alternative location and opportunity for the general public to attend regular AC meetings. In <br />addition to the change in location of regular meetings, on September 16, 2015, the Planning <br />Department informed all of the Action Committees for all adopted CDPs that meeting schedules <br />should change from monthly to every other month. To plan for the decrease in meeting dates, <br />the PCDP AC looked comprehensively at their yearly calendar and effectively planned when <br />important decision points were necessary. A schedule was developed so the AC and <br />subcommittees had clear guidance on priorities and decision points. The change in schedule did <br />not negatively affect the AC in carrying out the implementation of the PCDP. <br />The ongoing comprehensive update of the County of Hawaii General Plan provides an <br />opportunity for all of the action committees to provide feedback to the Planning Department <br />which will inform the aligning of CDP and GP goals and actions as the GP update process moves <br />forward. The PCDP AC provided recommendations to the Planning Department noting and <br />aligning relevant sections of the PCDP to each of the recommendations. The first draft of AC <br />recommendations were based off of excel spreadsheets that were developed and used to compare <br />GP policies against Puna CDP policies. This side by side comparison provided context for the <br />development of the AC's recommendations. Changes and additions to draft recommendations <br />were done based on review and comments from AC members. At the June 2015 PCDP AC <br />meeting, the AC approved the final draft of their recommendations for transmittal to the <br />Planning Department. <br />Other topics of discussion for this reporting period are as follows. The Planning Department <br />budget included funds making it possible to again hire a Community Planning Assistant to help <br />with the administration of AC meetings, web site updating, AC tool development and the <br />2 <br />
