Funding to conduct a baseline and prospective psycho -social impact assessment on the <br />Big Island of Hawaii in order to identify both past, existing and potential adverse <br />impacts upon Native Hawaiians associated with the development of geothermal energy <br />generation facilities. <br />The Commission took this item up at 10:45 a.m. with 11 people from the public in attendance. <br />(SEE EXHIBIT C) <br />[Note: Five members of the public (Toby Hazel, Dave Kisor, Dana Keawe, Sofia Wilt, and <br />Robert Petricci) testified on both Item Nos. 6 and 7.] <br />This item ended at 11:53 a.m. <br />7. CLAIMANT: OFFICE OF THE MAYOR <br />Discussion and action on a claim for the release of funds from the Geothermal Asset Fund <br />that includes a recommendation from the claims adjuster, for the following community <br />approved geothermal impact mitigation project: <br />Additional Funding to Supplement Geothermal Public Health Study - $225,000 <br />Discussion and action on a request for additional funding to supplement the funding <br />previously approved by the Windward Planning Commission to conduct a public health <br />study of up to three years to determine if there are health effects on Puna residents that <br />can be linked to geothermal energy development that will focus on effects on central <br />nervous system, respiratory and anxiety disorder symptom functions. The Windward <br />Planning Commission, at its September 4, 2014 meeting, awarded an amount of $750,000 <br />from the Geothermal Asset Fund for this study subject to the Mayor's Office seeking <br />additional input from the Center for Disease Control (CDC) and the Environmental <br />Protection Agency (EPA) with annual reports to the Windward Planning Commission on <br />the status of the Request for Proposal (RFP). This current claim seeks additional funding <br />beyond the awarded $750,000 to conduct this study based on responses to the RFP. <br />(Previously at 9: 01 a.m., Chair Henkel announced that Item No. 7 had been continued. Five <br />members of the public as stated above testified regarding this matter during the hearing for Item <br />No. 6) <br />MINUTES — The Commission took this item up at 11:53 a.m. <br />Approval of Minutes of the October 6, 2016 meeting — It was moved by Commissioner <br />Miyasato, and seconded by Commissioner Dela Cruz, that the minutes of October 6, 2016, be <br />approved as circulated.
