WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />NOVEMBER 3, 2016 <br />A regularly advertised hearing on the discussion and action on a claim for the release of funds <br />from the Geothermal Asset Fund by OHANA HO`OPAKELE was called to order at 10:45 a.m. <br />in the County of Hawaii Aging and Disability Resource Center Training Room, 1055 Kino`ole <br />Street, Hilo, Hawaii with Chairman Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Gregory Henkel, Donald <br />Ikeda, Myles Miyasato, and Raylene Moses. <br />ALSO PRESENT: Duane Kanuha (Planning Director), Malia Ho (Deputy Corporation Counsel <br />for the Windward Planning Commission), Daryn Arai (Planning Program Manager), Jeff Darrow <br />(Staff Planner), Maija Jackson (Staff Planner), and Sarah Hata-Finley (Commission Secretary). <br />And 11 members from the public in attendance. <br />CLAIMANT: OHANA HO'OPAKELE <br />Discussion and action on a claim for the release of funds from the Geothermal Asset Fund that <br />includes a recommendation from the claims adjuster, for the following community approved <br />geothermal impact mitigation project: <br />Psycho -Social and Community Wellbeing Study in Response to Geothermal <br />Development on the Big Island - $293,760 <br />Funding to conduct a baseline and prospective psycho -social impact assessment on the Big <br />Island of Hawaii in order to identify both past, existing and potential adverse impacts upon <br />Native Hawaiians associated with the development of geothermal energy generation <br />facilities. <br />Note: Five members of the public (Toby Hazel, Dave Kisor, Dana Keawe, Sofia Will, and <br />Robert Petricci), also testified on the Office of the Mayor's claim for the release of funds from <br />the Geothermal Asset Fund for additional funding to supplement the Geothermal Public Health <br />Study - $225, 000, which was scheduled as Item No. 7 on this agenda and continued. <br />HENKEL: Let's come back to order. Numbers 4 and 5 on the agenda have been continued, and <br />no one has signed up to testify, so if there's nobody out there that wants to testify on those two, <br />we'll move on to No. 6, Ohana Ho`opakele. That's the geothermal—there's not a number of <br />anything on that, right? The geothermal asset fund <br />HO: It's a claim. <br />HENKEL: claim.
