'0 ka mea kupono'aina ka mea kupono kanaka. <br />What is good for the land is good for the people. <br />m Introduction to the CDP <br />i.1.1 What is a CDP and what can it do? <br />A Community Development Plan (CDP) is an official plan authorized by the County of Hawaii General Plan <br />that translates the broad goals and objectives of the General Plan to the unique needs and conditions of a <br />region. The Hamakua CDP is adopted by County ordinance and is a long-range plan with a 20 -year time <br />horizon. <br />CDPs are the forum for community input into establishing County policy at the regional level and <br />coordinating the delivery of County services to the community. CDPs generally do four things: <br />1. Establish County policy, particularly for land use and development. CDPs can direct settlement <br />where the community wants and protect cultural resources, public access, and valuable lands like <br />shorelines, agricultural land, and forests. <br />2. Direct County actions related to land and open space protection, water, roads, transit, emergency <br />services, and parks. <br />3.
