Communication No. 2016-33 <br />PCDP Subcommittee on Connectivity and Emergency Response <br />Meeting — November 22, 2016 - Keaau Community Center - 2:00 p.m. <br />MINUTES <br />Call to Order: 2:00 p.m. <br />Call for Approval of Minutes for September 27, 2016: Minutes approved as circulated. <br />Present: Jon Olson, Anita Owen, John Owen, Linnette Quadie, Rusty Jones, Patti Pinto, <br />Hannah Hedrick, Marlene Hapai, Chair <br />Old Business: <br />• Update on Forwarding of Puna Connectivity Ad hoc Committee Report <br />to full County Council: <br />Ad Hoc Committee Report presented to full Council by power point by <br />Marlene Hapai and Patti Pinto as committee representatives at Aupuni <br />Chambers on October 4, 2016. On October 19, 2016 report voted upon by <br />Council and approved. <br />• Update on Environmental Assessment of Upper Puna roads intersecting <br />Highway 11: <br />Those present that attended the public presentation given by Geometricians <br />commented that the EA was very well done, containing some of the best maps <br />for the area seen to date and included important historical and cultural aspects <br />of the Upper Puna area. Information passed on regarding the presentation <br />included the following: Ron Terry of Geometricians stated Psyzch Road <br />would cause the least number of problems to construct; South Lauko would be <br />very expensive, but is still an important connectivity location; Puhala to <br />Kopua Rd may be the first to be put in. A Department of Defense attendee <br />was very supportive of the use of Bailey Bridges for this area. <br />New Business: <br />• Open Discussion on Topics of Concern to CERS members and others in <br />attendance: <br />1) Harry Kim very concerned about Emergency Response <br />2) Jon Olson mentioned a new report to Civil Rights regarding the level of <br />service in Puna has been submitted built on the 1998 complaint <br />3) Discussed definition of County Road Standards and need for additional <br />traffic counts versus using Census counts to verify Highway 11 usage <br />4) Linette Quadie of Hawaiian Acres Road committee reported Hawaiian <br />Acres had received a letter from Public Works stating the need for them to <br />bring down Albezia trees or the County will charge to have this done. She <br />stated Hawaiian Acres does not have the money to do this and felt this <br />would be a concern for other associations as well. <br />5) Hannah Hedrick presented and submitted a Request for SUPPORT of <br />developing connectivity location specifications and moving forward with <br />Fern Forest/Eden Roc. She stressed the need to focus on connectivity in all <br />ways and get all associations to work together on this issue. <br />Next Meeting: December 27, 2016, Keaau Community Center, 2:00 p.m. <br />Adjournment: 3:07 p.m. <br />
