WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />DECEMBER 1, 2016 <br />The Windward Planning Commission met in regular session at 9:01 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Gregory Henkel, Donald <br />Ikeda, and Raylene Moses. <br />ABSENT & EXCUSED: Myles Miyasato. <br />ALSO PRESENT: Duane Kanuha (Planning Director), Malia Ho (Deputy Corporation Counsel <br />for the Windward Planning Commission), Kelly Gomes (representing the Department of Public <br />Works, from 9:35 a.m. to 10:20 a.m.) Daryn Arai (Planning Program Manager), Jeff Darrow <br />(Staff Planner), Maija Jackson (Staff Planner) (to 9:29 a.m.), Christian Kay (Staff Planner), and <br />Sarah Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and <br />staff to members of the public, and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: GREENWILLMIND, LLC (USE 16-064) <br />Application for a Use Permit to allow for the establishment of a 2 -bedroom bed and breakfast <br />establishment within an existing single family residence on 3 acres of land zoned Single <br />Family Residential -15,000 square feet (RS -15). The subject property is located at <br />1245 Kaumana Drive, directly opposite of Basque Place and makai of Edita Street in <br />Kaumana, South Hilo, Hawaii, TMK: 2-5-027:002. <br />The Commission took this item up at 9:02 a.m. with 8 people from the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:10 a.m. <br />2. APPLICANT: KUKUIHAELE PLANTATION HOUSE LLC (Revoke USE No. 204) <br />Request to revoke Use Permit No. 204 originally approved on April 1, 2005 and issued to <br />World Healing Institute to allow the establishment of a children's convalescent facility on <br />approximately 31 acres of land within the Resort -Hotel -25,000 square foot per unit (V-25) <br />zoning district.
