How is notice given, who can participate, how is <br />decision making handled for that committee, etc.? <br />William Bilhante went into detail about the Sunshine Law, and various types <br />of communication allowed between members. He clarified that generally, <br />subcommittees are limited to members of the Action Committee, no public. <br />He also stressed the necessity of properly agendizing reports from <br />subcommittees and specific topics in order for members of the public to <br />know what is going to be discussed at upcoming meetings. <br />April Suprenant added that all subcommittees are investigative, and that <br />there are not different levels. All subcommittees are treated the same way. <br />Other members (such as members of the public) can be present and asked <br />questions. Subcommittees need to have a start and end under the Sunshine <br />Law. <br />The Action Committee members then went on to explain how they have <br />various areas of interest, and asked how they can create subcommittees for <br />those areas of interest. <br />April Suprenant clarified that such subcommittees could be annual. <br />Discussion and clarifications continued between the Action Committee. <br />There was a request to have item numbers two and three under <br />Presentations to the Action Committee reversed. All agreed to this <br />adjustment on the agenda. <br />2. Report and discussion from the Adhoc Subcommittee that was formed at the <br />August meeting to review, consider, and recommend next steps on <br />Implementing the Kona Community Development Plan (previously listed as <br />Item #3 on Agenda). <br />Bobby Command read a short policy statement explaining that the <br />recommendations that the Action Committee have made over the last two <br />years have been passed on to the director, who has in turn passed those to <br />the Long Range Division, which is currently in the midst of a three-year <br />review of the General Plan. This review takes priority. <br />He went on to explain that if the Action Committee feels that the schedule of <br />in depth review of the CDP in 2017 is satisfactory, they may make that <br />recommendation. If they feel differently, then they should make that <br />recommendation. <br />Discussion continued in regard to all the previous recommendations that the <br />
