139 Discussion continued between the Action Committee about rephrasing the <br />140 motion to replace the word “amend” with the word “interpret.” Douglas <br />141 Payne made a motion to amend the motion to replace the word “amend with <br />142 the word “interpret” and Curtis Tyler seconded that motion. <br />143 <br />144 The amended motion is as follows: The Planning Department should look at <br />145 the industrial designation on the General Plan and interpret the boundary to <br />146 be consistent with the Kona CDP’s TOD designation. <br />147 <br />148 Ken Melrose suggested replacing the word “boundary” with the word “uses.” <br />149 Doug Payne made a motion to make that amendment, and Curtis Tyler <br />150 seconded that motion. <br />151 <br />152 The final motion reads as follows: The Planning Department should look at <br />153 the industrial designation on the General Plan and interpret the uses to be <br />154 consistent with the Kona CDP’s TOD designation. <br />155 <br />156 The Action Committee voted on the amended motion and it was carried <br />157 unanimously. <br />158 <br />159 SUBCOMMITTEE REPORTS <br />160 <br />161 a. Hiram Rivera spoke in regards to his hand out addressing the need <br />162 for a clear direction from the Planning Department staff regarding the <br />163 applicability of the concurrency requirements to existing zoned lands. <br />164 <br />165 Hiram Rivera made a motion to add this to the agenda for the next <br />166 meeting. Curtis Tyler seconded that motion. The motion was carried <br />167 unanimously. <br />168 <br />169 b. Hiram Rivera spoke in regards to his hand out addressing the <br />170 Queen K and Mamalahoa Highway Bypass Requirements. The ADHOC <br />171 Committee on Concurrency is requesting that the definition of the <br />172 word “Completion” be clarified to be consistent with the requirements <br />173 of the Zoning Code Concurrency requirements to ensure there is no <br />174 confusion as to when occupancy of projects within the specific areas <br />175 impacted by these two road projects can occur. <br />176 <br />177 Hiram Rivera made a motion to add this to the agenda for the next <br />178 meeting. Curtis Tyler seconded that motion. The motion was carried <br />179 unanimously. <br />180 <br />181 After discussion… <br />182 <br />183 Hiram Rivera made a motion to approve the policy statement on <br />184 existing zone lands. Curtis Tyler seconded that motion. <br /> <br />
