May 28, 2016 [this version of this memo supersedes the draft delivered to Planning on 5-19-16 <br />which is identical to the draft delivered 5-19-16 up to an added appendix about the 5-25-16 land <br />use meeting in Laupahoehoe followed by a "bullet point" list of IAL issues] <br />Aloha: <br />I am Barney Elders residing at";a!!wFer=emyyWwife , Laupahoehoe HI 96764 (TMK3-5-004-055) where my residence is ocate and I pursue small scale <br />commercial agriculture. <br />I am writing to ask that the CDP "County General Plan Proposed Land Use Pattern Allocation <br />Guide for Laupahoehoe/Papaaloa" (map) and related CDP materials be revised to include TMK <br />3-5-004-055 (hereinafter referred to as parcel 055) in the Low Density Urban (LDU) <br />designation based on, among other things, that: <br />*parcel 055 is currently designated LDU <br />*I submit herein new information and conditions supporting this request <br />*my wife and I purchased parcel 055 relying on the fact that the property was designated LDU <br />I ask that the draft and final Hamakua CDP, and related CDP materials, be submitted to the <br />County with such a LDU designation for parcel 055; and that the CDP, and related CDP <br />materials, be approved by the County with such a LDU designation. I suggest that a Rural <br />designation, or the "homestead" designation explained in the conclusion to this communication, <br />might be an appropriate alternative for parcel 055 (and for the homestead lands). An <br />"Important Agricultural Lands" designation (County or State) is incorrect for parcel 055 (and <br />for the homestead lands) as discussed below. <br />1. TMK 3-5-004-055 & HISTORY: PARCEL 055 SHOULD BE RETAINED IN A LDU <br />DESIGNATION <br />Parcel 055 is currently designated LDU along with other Laupahoehoe parcels at our apx. <br />elevation. But the proposed LUPAG places parcel 055 in an "Important Agricultural <br />Lands" designation due to an LDU boundary change proposed by the CDP. In addition to the <br />other comments in this communication, please note that the parcel (TMK 3-5-4-86) directly <br />across the road from our parcel is designated LDU. (see the map below showing the parcels <br />proposed to be continued in the LDU by the CDP [outlined in yellow]; and the parcels <br />proposed to have their current and long standing LDU designations revoked by the CDP <br />[shaded in orange including parcel 055 with a turquoise inset]). As a threshold matter, <br />1) parcel 055 has been characterized LDU by the County traditionally; 2) parcel 055 is at the <br />same apx. elevation as parcel 086 across the street that is remaining LDU; 3) parcel 055 is on <br />the same road as parcel 086 that serves the Laupahoehoe school and the commercial businesses <br />in Laupahoehoe; 4) parcel 055 is not near "large productive agricultural" parcels; 5) parcel 055 <br />supports commercial and small scale crops on less than 2 acres of poor soils and steep slopes; <br />and 6) there is no reason parcel 055 should not be treated the same as our neighbor across the <br />street at parcel 086 by designating and retaining 055 as LDU. <br />
