The creation of the Pahoa Regional Town Center Plan is the first step <br />in the ongoing work of the AC, creating a template that can be used in <br />Villages and Communities in establishing their own plans. The de facto <br />development of Pahoa cannot be ignored, many issues facing the lower <br />Puna communities would be addressed if there was a Plan in place. <br />• Follow through on Village Center and Community Center Plans for HPP, <br />Mountain View, Volcano, etc. Planning for growth is obviously a better <br />strategy than trying to cope with the consequences. We have a substantial <br />wish list for Mt. View, but first a Plan. <br />• We need the WW treatment plant for Pahoa/Master Plan <br />• Pahoa Regional Town Center Master Plan <br />• Maku'u Community Village Center, Figure 5-7. <br />NOTE: could apply to several PCDP Sections (2.1.3a2, 3.1.3c & d, 3.2.3i, <br />3.4.3h, 5.2.3) but for ease of prioritizing will combine under PCDP section <br />3.1.3d <br />Sites and infrastructure for (daily) farmer markets, to provide access to fresh <br />produce without driving to Hilo, <br />while promoting ag.
