HAWAII POLICE COMMISSION <br />REGULAR SESSION MINUTES <br />DECEMBER 20, 2016 <br />DEPARTMENT OF LIQUOR CONTROL, HILO, HAWAII <br />CALL TO ORDER <br />Vice Chair Morioka called the meeting to order at 10:02 a.m. <br />ROLL CALL <br />Present: Keith Morioka, Vice Chair <br />Arthur Buckman, Commissioner <br />Carl Carlson, Commissioner <br />Peter Hendricks, Commissioner <br />Jak Hu, Commissioner <br />Paul Paiva, Commissioner <br />Absent: Guy Schutte, Chair <br />Wayne De Luz, Commissioner <br />Robert Gomes, Sr., Commissioner <br />A quorum was present. <br />Also present: Paul Ferreira, Deputy Police Chief <br />Mitchell Kanehailua, Assistant Chief <br />Kenneth Bugado, Captain <br />Malia Ho, Deputy Corporation Counsel <br />Josie Pelayo, Secretary <br />APPROVAL OF AGENDA <br />Commissioner Hendricks motioned to approve the agenda. Commissioner Paiva <br />seconded, and it carried unanimously. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br />Assistant Chief Mitchell Kanehailua came before the commission in support of the <br />appointment of Captain Kenneth Bugado as Deputy Police Chief. He stated that he has <br />known Kenneth since they were kids in Laupahoehoe. He is solid, ethical, and a good <br />role model for the Police Department. He has excelled in every position he has held. <br />He does his job effectively. He conveys his extreme pleasure to have Kenneth Bugado <br />as the Deputy Chief. <br />NEW BUSINESS <br />Deputy Police Chief Paul Ferreira has notified the Police Commission that he would like <br />to appoint Captain Kenneth Bugado, Jr., as Deputy Police Chief when he takes office as <br />the new Chief of Police on December 31, 2016. He requests that the commission <br />confirm this appointment. <br />Commissioner Paiva motioned to accept the appointment of Kenneth Bugado as Deputy <br />Police Chief. Commissioner Hu seconded, and it carried unanimously. <br />
