Policy 70 Support and provide technical assistance to assist in the development of 'road <br />improvement districts' in order to finance road improvements. (Refer to County Resolution 171-11) <br />Policy 78 Develop, or collaborate with private owners to facilitate the development of, Park -and -Ride <br />facilities throughout the Hamakua Planning Area <br />Policy 117 Encourage the establishment and continued operation of open farmers' markets to allow <br />local agricultural producers to market their products. (GP 2.3 (u)) <br />Scenic, Heritage, & Cultural Resource <br />Policy 46 Support the development and promotion of Heritage Corridors as part of a coordinated <br />effort to promote the roadways and towns of the Hamakua Planning Area. (Refer to HCC Chapter <br />25 Section 2, Division 7 for more information on Plan Approval) <br />Land Resource Preservation <br />Policy 28 Recommend lands to be designated State Important Agricultural Lands to the State Land <br />Use Commission. (GP 14.2.2(a) & 14.2.3(i)) <br />Policy 32 Conduct a feasibility study for a County -wide Transfer of Development Rights (TDR) and/or <br />Save Land for the Future (SLF) program. If feasible, adopt any necessary enabling County <br />legislation. (HRS Section 5146-136) <br />Policy 42 Increase capacity to provide education and outreach and enforce conditions on grading and <br />grubbing permits to require screen planting, erosion control planting, or other treatments <br />to maintain the good appearance of graded areas, reduce the detrimental impact on <br />adjacent properties, and protect watersheds. (HCC 10-12 (c)) <br />Public Access & Trails Program <br />Policy 47 Establish a 'County of Hawai'i Public Access and Trail Program' with sufficient staff and <br />resources.
