• Revise the building code requirements for renovating older houses to facilitate the redevelopment of <br />affordable housing. <br />Policy 63: <br />The development of County facilities should be designed to fit into the locale with minimal intrusion while <br />providing the desired services. Implement protocols for receiving community input during capital improvement <br />project siting and design within the Hamakua Planning Area. <br />Policy 79: <br />Water system improvements shall correlate with the County's desired land use development pattern. Work <br />with Department of Water Supply to ensure that adequate infrastructure is available in appropriate locations <br />to support infill growth within the Hamakua CDP growth boundary. <br />Towns identified in the Hamakua Planning Area where water availability is inhibiting infill capacity are as <br />follows: <br />• Pepe'ekeo; <br />• Hakalau-Wailea; <br />• Ninole, <br />• Honoka'a; <br />Continue to evaluate growth conditions to coordinate improvements as required to the existing water systems. <br />6.9 Agriculture <br />Policy 28: <br />Recommend lands to be designated State Important Agricultural Lands to the State Land Use Commission. (GP <br />14.2.2(a) & 14.2.3(i)) <br />Policy 117: <br />Encourage the establishment and continued operation of open farmers' markets to allow local agricultural <br />producers to market their products. (GP 2.3 (u)) <br />Policy 121: <br />Support the development of private, County, and State agricultural parks to make agricultural land available <br />for agricultural activities. (GP 14.2.3(k)) <br />Policy 122: <br />Cooperate with appropriate State and Federal agencies and the private sector to develop, improve and expand <br />agricultural water systems in appropriate areas on the island. (GP 11.2.2(j)) <br />6.10 Creative, Education, & Research Sector <br />Policy 123: <br />Promote and develop the island of Hawai'i into a unique scientific, environmental, and cultural model, where <br />economic gains are in balance with social and physical amenities. Development should be reviewed on the <br />basis of total impact on the residents of the County, not only in terms of immediate short run economic <br />benefits.
