Ms. Kahakalau: Okay thank you. <br />Mr. Olson: Okay. Although,it doesn't state so in this it apparently is ... there's <br />some complaint been filed about... Prosecutor Mitch Roth ... I think <br />somehow participated in a contested case hearing by telephone. <br />And this has to do with the small boats division I believe and ... full <br />disclosure I know Mitch very well ... I've worked with him for <br />decades ... he's been very helpful to our community and that <br />probably is exactly the point. If you want the straight story ... you <br />go to Mitch. He's trusted ... that he would have some comment <br />about it ... the other reason I'm here is probably most of you who <br />have absolutely no reason to have any first-hand knowledge of the <br />small boating division of DLNR. You've never interacted with <br />him ... well I sailed in here thirty-nine years ago and that's where I <br />commenced to have interaction with the small boat harbors <br />division of DLNR. I think if you want to look at the newspaper <br />articles and all the available information ... it's probably one of the <br />most corrupt inherently corrupt divisions of government. Certainly <br />in the State of Hawai`i... its small scale stuff and I'll give you an <br />idea of -how this works. If I want to get a slip... and all the slips are <br />taken ... I get on a list. I have to fill out a form every year. Well <br />when I sailed into Kaneohe Bay and signed up for a slip ... my <br />number on that list never moved. Boats came and went but my <br />number never changed and as I became more familiar with people <br />in the area. They suggested that I needed to have something else in <br />there in that envelope if I wanted that number to change. I can tell <br />you that there have been a succession of harbor masters. I think <br />probably the most public one has been the Waianae Harbor over on <br />Oahu ... its legend ... yeah. I believe Mr. Underwood is the current <br />person... before him it was Nancy Murphy ... she was removed. We <br />didn't really find out why she was removed but she was removed. <br />You can make your own assessment of that. Things have not <br />really changed a whole lot and it's really unfortunate particularly <br />of us because ... for a small community... Hilo Bay from a boating <br />perspective and recreational boating in particular could be such a <br />huge asset. The economic incentive I mean I can point to a little <br />town along the California coast ... they make a living off of the <br />harbor smaller than this. Creating hundreds if not hundreds of jobs <br />and, we drive by it every day ... you look out there right <br />now ... there's probably not a thing on it and we are ... I teach <br />recreational boating safety and yeah it's a real ocean out there and <br />you gotta know your stuff but none the less ... it's a huge <br />opportunity and this is ... joined at the hip and that's why. <br />So ... beware.
