Amm <br />A Scenic Corridor could also be established, pursuant HCC section 25-6-60. For transportation corridors that <br />require a comprehensive planning approach, the Hawai'i County Council may, by ordinance, establish all or <br />portions of public roadways and an appropriate portion of the adjacent property as a scenic corridor. Any <br />standards and conditions not included in the underlying zoning related, but not limited, to signage, lighting, <br />design standards, access management, landscaping, parking, height, historic and cultural preservation, view <br />planes, and/or setbacks, must be included as part of the scenic corridor management plan and adopted by <br />scenic corridor enabling ordinance by the Council. The scenic corridor management plan must demonstrate <br />the need for the adoption of special standards and conditions in order to preserve, maintain, protect, or <br />enhance the intrinsic character of the corridor <br />Potential Community Lead: Action Committee WN <br />Potential Community Partners: Landowners, Laupahoehoe Train Museum, Hilo Hamakua Development <br />Corporation <br />Potential Allies: County of Hawai'i (Planning, Parks & Recreation, Public Works), Hawai'i Tourism Authority <br />and Big Island Visitors Bureau, State Historic Preservation Division (SHPD), Hawai'i Volcanoes National Park, <br />Ala Kahakai National Historic Trail, National Association of Gateway Communities, National Geographic <br />Society's Center for Sustainable Destinations, Ka Welina Network, Pacific Worlds, Project for Public Spaces, <br />Peoples Advocacy for Trails Hawai'i (PATH) <br />Potential Next Steps: If the Scenic Byway option is pursued the Action Committee can provide leadership by: <br />• Nomination - This step is intended to determine if the byway is eligible for the program. <br />• Designation - This step is intended to demonstrate that the well -organized Local Byway Committee <br />understands the level of commitment required, and is ready to begin preparing a Corridor Management <br />Plan (required in Hawai'i to keep State Designation). <br />• Corridor Management Plan - The CMP tells the story of the byway and provides a vision to guide future <br />actions to ensure that the desired qualities of the byway are protected or enhanced. This step is also <br />needed along with an enabling ordinance for a scenic corridor. <br />• Ask the Planning Director or the District Council Member to introduce a resolution to initiate the <br />Community Action Guide: 2017 17 <br />
