<br />LEPC MEETING MINUTES <br />County of Hawaii, Civil Defense <br />December 6, 2016, 10:00am <br /> <br />Members Present: Gerald Kosaki, Lead Co-Chairperson; John Peard, DOH-HEER; David <br />Cummings, Hamakua Energy; John Bowen, Hazmat consultant; Michel Uchida, HFD Hazmat; <br />James O’Connor, HPD; Eric Honda, DOH; Newton Inouye, Civilian Representative; Bill <br />Hanson, Civil Defense. Non-Members: Sharon Leonida, DOH-HEER; Terri Napeahi, <br />Keaukaha Action Network; Chris Leonard, Media; Cal Westergard, Dept. of Ag.; Cory Harden, <br />private citizen; Dana Keawe, private citizen. <br />I. Meeting called to order at 10:05 am by Chair Gerald Kosaki. <br />II. Approval of August 9, 2016 meeting minutes – John Peard identified a correction to the <br />minutes and amended. Minutes was approved as amended. <br />III. Hazmat Training <br />Chair Kosaki passed out reports from those who attended the Continuing Challenge. They were <br />reviewed and concerns were discussed about classes that were recommended by the LEPC for <br />the attendees to attend but were not attended. <br /> <br />IV. County Reports <br />a. Civil Defense – A CD representative attended the Keaukaha Action Network Community <br />Meeting. At the meeting, they spoke about doing a Health Risk Assessment Study in the <br />Keaukaha area due to people getting ill. There were also concerns about wastewater <br />leaking from the pipeline and contaminating the ocean at Puhi Bay. CD has no records <br />on file for SOG’s or the industrial plants Emergency Response Plan. They are trying to <br />obtain a copy for their office. <br />An Emergency Response Plan (ERP) is required based on the quantity and material, <br />number of employees, and if >10 it has to be written. May be able to obtain ERP from <br />Federal (OSHA) and EPA. ERP should identify Incidental spills, emergency spills, and <br />ID the specialist trained employees. <br />Discussion of Tier 2 Reporting and Administrative penalties by Sharon Leonida (HEER) <br />collaborative effort with EPA, may need more information in the future. She said that if <br />anyone has any information on stored materials, they should notify HEER. <br />Terri Napeahi from Keaukaha Action Network had questions on Aloha Petroleum and the <br />follow up regarding their violations. She also had concerns on the County Wastewater <br />Treatment plant pipelines that have cracks near the shoreline. Signs are posted and she <br />is concerned about people swimming and may become infected with Lepto, Staph, Strep, <br />and MRSA. Terri also inquired about monitoring for multiple facility releases. Sharon <br />stated that the DOH Clean Air Branch should address this. <br /> <br />b. Fire – Capt. Mike Uchida discussed the BEI incident that occurred on 9/22/2016 and the <br />recent incidents at PGV <br /> <br />
