Beginning in 2008, the State of Hawai`i through the County of <br /> Hawai`i has provided a Right-of-Entry for the temporary placement of COW that provided <br /> cellular phone service to an area that would otherwise have no telephone communication system <br /> to access public and emergency services. With the June 27, 2015 Lava Flow continuing to draw <br /> large numbers of the community and tourists to this area, the continued placement of these <br /> COWs in the Right-of-Entry remains important to public safety. <br /> • <br /> The County of I-Iawai`i, is therefore asking that the Right-of-Entry continue for a three <br /> year period or until this threat terminates.
