No,:r,'3789 <br /> Dear Mayor Kenoi: <br /> Subject: Term Extension of Right-of-Entry Permit to the County of Hawaii for Temporary <br /> Cellular On Wheels (COW) Equipment Site at.K.alapana, Puna, Hawaii Tax Map <br /> Key: (±) 1-2-006: Portion of 0 . <br /> We acknowledge receipt of a letter dated February 25, 2015, from Mr. Walter K. M. l,au. <br /> Managing 17irector, whereby on behalf of the County of Hawaii and its Civil Defense Agency <br /> requested a term extension of its existing Right-of-Entry Permit onto unencumbered State lands <br /> identified as Tax Map Key: (3) 1-2-006: portion of 033. Purpose of the permit to authorize the <br /> installment of temporary cellular service in the Kalapana area utilizing what are described as <br /> Cellular on Wheels (COW) or other forms of temporary equipment, The County, working with <br /> AT&:.'l' and Verizon Wireless has established and provided temporary cellular service in an area <br /> that would otherwise have no telephone communication system to access public and emergency <br /> services. <br /> Although radio conhinunication is available to emergency service agencie', the area is Out <br /> of range of existing private cellular service providers. The COW Site has been in operation as <br /> approved by the BLNR since 2008 when a Lava Viewing Program was created. Now with the <br /> June 27`n 1..,ava Flow threatening areas of Lower Puna, and the necessity to use the Chain of <br /> Craters road to access Lower Puna, the continued placement and use of these COW's have <br /> heroine even more important to public safety, <br /> Pursuant to the authority granted me by the Board of.Land. and Natural Resources at its <br /> meeting of September 28,20011 (Item D-4), the County of Hawaii, its consultants, and/or persons <br /> acting for or on its behalf, is hereby granted a term extension of its existing right-of-entry permit <br /> !<89 <br /> lr..�t <br /> (re _> ), onto unencumbered State property above mentioned.
