Commissioner Tomich explained that there is no PONC policy on where in the County <br />particular types of lands are desired for nomination for potential purchase. Members <br />noted that there are no mauka lands purchased to date. Member Ogin asked how <br />PONC determines what uses are permissible on acquired sites. Tomich explained that <br />1 <br />allowable uses are up to the community to propose uses. He also explained that the <br />fund can also acquire trails. In response to a question as to whether a land survey is <br />required prior to a land or trail acquisition, he stated that surveys, or a proper legal <br />description, is necessary to process a purchase. <br />No action was moved by the Committee with regard to this agenda item. <br /> CIP Projects Review Appropriations and Funding Status: Spreadsheet Review of <br />current and proposed County CIP appropriations and existing allotments: Review <br />existing Capital Improvement Program (CIP) <br />appropriations, allotments, and encumbered funds vis-a- <br />Capital Budget and Six-Year Capital Improvement Program FY 2017- <br />March 1, 2017. Review and discussion is principally with respect to project priorities <br />of the Kona CDP <br />Planner Childs reviewed both the proposed CIP budget spreadsheet for the coming <br />2017 fiscal year (initially distributed at the 3/15/17 Committee meeting) and a separate <br />spreadsheet (from the Finance Department) listing the status of all existing and recently <br />lapsed CIP project appropriations for the Kona area and the amounts of fund allotments <br />for the various identified projects. He explained several general aspects of the <br />budgetary information provided, particularly as to the distinctions between <br />appropriations, allotments, and re-appropriations to retain existing allotments. <br />Commissioners had various questions regarding coding (symbology) on the existing <br />appropriations spreadsheet. Member Payne expressed concern that there was no <br />proposed re-appropriation for the Lako Street mauka-makai connector, as the current <br />appropriation is expiring 6/17. Notwithstanding publicized willingness of a private <br />landowner to construct this connector, Member Payne noted that this offer was unlikely <br />to include the substantial improvements (widening, turn lanes, etc.) at the intersection of <br />Kuakini Hwy. and Lako Street. There was substantial discussion regarding the status of <br />the various listed appropriations for Lako Street and how to ensure that appropriations <br />remain in place for the Lako Street connector. <br />Member Ogin questioned the absence of an appropriation for the Kailua Village <br />Redevelopment priority of the CDP. Planner Santiago explained that this $150,000 <br />appropriation, which had lapsed 6/16 <br />th <br />-Hinalani Street extension. <br />\[Planner San <br />regarding CIP budgetary matters\] <br />Addressing Planner Santiago in his inter-departmental liaison capacity, Chair DeFranco <br />-assess and re-initiate <br />developing in community sentiment. <br />MOTION: Member Payne moved/Ogin seconded that the Committee write a letter to <br />DPW asking the County to maintain CIP funding sufficient to encompass the full design <br />All county properties including PONC purchases are managed through the Property <br />Management division of the Finance Department, and thus PONC land usage decisions <br />will be made by that agency. <br />Page 2 of 5 <br /> <br /> <br />
