Hawaii Game Management Advisory Commission Meeting <br />Minutes — February 13, 2017 <br />importantly the permitting process because suspensions and revocations <br />of permits are something that is a very strong deterrent to a lot of folks, a <br />nominal fine, to someone who's making tens of thousands of dollars a <br />year doesn't really mean anything, but pulling the permit to affect that <br />does. <br />TL: Any questions? <br />TN: Several years back, there was a strategic plan by DOCARE. Are you <br />familiar with the strategic planning that was supposed to have been <br />implemented in 2014? <br />RF: I believe that was a 2009 strategic plan and I have read it, yes. <br />TN: And what's to come of it? Is it something you folks will follow? Something <br />you'll improve? Something you'll go back to the table and look at it again? <br />RF: I think there's elements of the strategic plan that makes sense. I'm not <br />sure if you're aware - I believe there was a strategic plan. It was in <br />reference or in answer to an audit that was done and so many of the <br />things that the strategic plan addressed were contained in that earlier <br />audit and I think many of those things are valid still and in terms of training <br />and accountability. I think we're gonna look at that. But some of those <br />are also antiquated in terms of modern law enforcement administration so <br />I think there's certainly elements of that strategic plan that will move <br />forward but I think it's probably gonna need to be updated. <br />TN: Thank you. <br />NP: In the beginning, you talked about the need for a shooting range. I was <br />wondering what kind of steps would DOCARE take to solve the problem. <br />RF: Our lands division, partners such as yourselves and other entities at the <br />county level try and identify the most likely spots and I know there's been <br />a lot of work done. I think that the major thing is that we're all on the <br />same page and we're all working together. I've only been here three <br />weeks so I'm still trying to identify the issues but I've met with some <br />important constituents and also representatives over at the legislature. I <br />think they're behind the process as well and so we just need to put our <br />heads together and chose the best path forward. <br />NP: Yeah. Have you heard of anyone's vision for that exactly including the <br />public? The hunters? <br />RF: I've heard different things. I think right now, we just need to stick to a <br />baseline range where folks can go and be free. It's being treated now as <br />7 <br />
