Each <br />application is reviewed by the Director and appropriate staff on a case by case basis. <br />Lastly, the Action Committee requested a list from DPR of any current or past Farmers' Market <br />Permits including their status and any positive and/or negative impacts experienced by DPR. DPR <br />listed Cooper Center in Volcano as the only permitted Farmers' Market. The fees collected from <br />the vendors at this site are used to improve and maintain this park facility. <br />The Action Committee members and the public then had a discussion about the DPR letter. Topics <br />of discussion included: develop a definition for a Farmers' Market, create an application form and <br />guidelines, operation and location guidelines, selling only locally grown or made items, changes to <br />the code within DPR; the list of county parks where Farmers' Markets are allowed; vendors <br />requiring General Excise (GE) licenses, bill of sale, a list of items that will be sold, insurance, draft a <br />letter or document to send to DPR suggesting what a sustainable Farmers' Market at county parks <br />should look like, look into Cooper Center's Farmers' Market Operation as an example, operational <br />fees guidelines. <br />Chair Brown assigned the task of writing a draft letter to DPR to Committee Member Osborn. The <br />letter would recommend or suggest that DPR add administrative rules to define a Farmers' Market <br />operation on county property managed by DPR and to develop an application and review process <br />specifically for Farmers' Markets. This will be done with the help of Chair Brown, Vice -Chair <br />Kealoha, and Puna CDP Planners. <br />Chair Brown moved to draft o letter, in response to Communication No. 2017-10.1 from the <br />Department of Parks and Recreation, offering some suggestions and recommendations concerning <br />Farmers' Market operations and application process. Second by Committee Member Osborn. The <br />motion to draft the letter passed with 5 votes aye, 0 votes nay. <br />AGENDA FOR NEXT MEETING: (September 12, 2017) <br />1. Review the draft letter, in response to Communication No. 2017-10.1 from Department of Parks <br />and Recreation concerning Farmers' Market operation and application. <br />2.
