C * Kailua-Kona,Hawifi'i 96740 <br />(808)3234444 e F.(808)323-4440 <br />1, <br />WHEREAS, Chapter 127A Hawai'i Revised Statutes, provides for the <br />establishment of County organizations for emergency management and disaster relief <br />with the Mayor having direct responsibility and authority over emergency management <br />within the County of Hawai'i. <br />WHEREAS, Chapter 127A Hawai'i Revised Statutes and Chapter 7, Articles <br />and 2 of the Hawai'i County Code, establishes a Civil Defense Agency within the <br />County of Hawai'i and prescribes its powers, duties, and responsibilities, and <br />Section 13-23 of the Hawai'i County Charter empowers the Mayor of the County to <br />declare emergencies; and <br />WHEREAS, on January 12, 2017 the County of Hawai'i Department of Water <br />Supply ("Department of Water Supply") issued a Notice of Water Restriction for North <br />Kona asking users to reduce consumption by 25% due to four wells being under repairs <br />or offline; and <br />I WHEREAS, on February 17, 2017 the Department of Water Supply issued a <br />Water Restriction Notice Reminder, and also the Keopu Deepwell had failed after being <br />initially repaired; and <br />, WHEREAS, on June 26, 2107 and again on August 3, 2017 the Department of <br />Water Supply posted a FAA's for North Kona Water Restriction on the Department of <br />Water Supply's website which included a warning that should another well source fail <br />)that rotating water shut -offs could occur; and <br />WHEREAS, although the Department of Water Supply issued repeated Notices <br />asking for reduction in use and warning of loss of water supply there has not been <br />significant reduction in usage; and <br />WHEREAS, on August 13, 2017 the Honokohau Deepwell failed increasing the <br />lack of available water supply; and <br />County of Hawai'i is an Equal Opportunity Provider and Employer <br />
