Complainant reported to the Honolulu Police Department that she was assaulted on the Big Island. She alleged that the report was not sent to the Hawaii Police Department, and that Hawaii Police did not follow-up. The complaint was received more than three years after the incident which is beyond the commission's 90 -day rule for filing a complaint.
