Chapter I <br />1.4 PURPOSE OF THE CDP <br />The purposes of the North Kohala CDP (Community Development Plan) are to: <br />• Articulate North Kohala's residents' Vision and Values for their Community <br />• Identify North Kohala's residents' Priority Issues to be addressed by the CDP <br />• Develop Strategies and Action Programs to address those Priority Issues <br />According to the Hawaii County General Plan, the CDPs are intended to: <br />Introduction <br />• Be the forum for community input into managing growth and coordinating the delivery of <br />government services to the community <br />• Translate the broad General Plan statements to specific actions <br />• Direct physical development and public improvements within a specific area <br />• Focus on action <br />The North Kohala CDP will be enacted as a County Ordinance. <br />As an ordinance, the CDP can have policies that are mandatory. For example, Policy No. 4 (page <br />22) on Agricultural Subdivisions states that: "Any proposed Agricultural Subdivision in North <br />Kohala shall submit an agricultural production plan with their preliminary subdivision application <br />that clearly demonstrates that the land will be primarily used for active agriculture, and that any <br />proposed dwellings will be farm dwellings." This is mandatory language; the key mandatory verb <br />here is "shall." <br />Other policies are intended to be guidelines that are important but not legally binding. An <br />example of a policy that provides general guidance but not specific requirements is the policy <br />regarding population growth: "Recognize North Kohala as a Rural Community that should not <br />experience significant urban/suburban development that impacts population growth." The key <br />verb here is "should." <br />1.5 PLANNING PROCESS <br />The Hawaii County Planning Department recognizes that only with broad public input can North <br />Kohala residents take ownership of this plan, to embrace the Vision and commit to the follow-up <br />actions necessary for its implementation and success. Initiated in June 2005 with the beginning of <br />the "Community Readiness Program" (CRP), this plan is the result of an extensive public <br />participation process that is summarized below. <br />North Kohala CDP Page 4 <br />
