Hawaii Game Management Advisory Commission Meeting <br />Minutes – June 27, 2017 <br /> <br />WJC: I understand, that was the state, I mean, we were looking at the state for that <br />funding. <br /> <br />JO: Yes, it was for some funding for an EIS. <br /> <br />WJC: For funding for the properties and everything – so here we’re talking about <br />county lands, right? <br /> <br />Basically who do we need to get the support from – just county council and <br />the mayor? <br /> <br />JO: If it’s county property – yes. <br /> <br /> I think a lot of the land issues – is the first thing we’d want to talk to Corp <br />Counsel and find out what the status of the land is before we go too far with it. <br />Various properties have various restrictions on them – so we’d want to make <br />sure that we’re not chasing something that’s not going to work and then if that <br />looks pursuable, then to go to the county council and see if we can’t get a <br />memorandum of understanding or some form of legal transfer to allow us to <br />do something on that property. Or if the county wants to finance and run it <br />under one of its departments – that would be another way to do it. Just as <br />parks and recs operates the Hilo Trap and Skeet Range - would be another <br />avenue. <br /> <br />WJC: Right, from what I understand there’s got to be a way to have a county facility <br />somewhere without the neighbors being able to shut it down that easily, right? <br /> <br />JO: As long as they can afford legal representation... <br /> <br /> They can tie it up for a while, you know, and we might win but that’s always <br />the challenge, you know, with anything that is somewhat controversial and <br />certainly gun ranges are controversial. <br /> <br />WJC: I understand that and that’s my point it’s. I guess, we gotta see Corp <br />Counsel or whoever it is that knows what these laws and rules are but if it’s <br />never going to happen why waste our time – let’s look at some other avenue, <br />right? I mean, if we’re not going to have support from the county to back us <br />up on this thing why even bother? <br /> <br />JO: I don’t know if we’re not going to have support – I’m hopeful that we will have <br />support on this. <br /> <br />WJC: Yeah, but, you know, same with the state. <br /> <br />19 <br /> <br /> <br />
