PRESENTATION/DISCUSSION: 1. General Plan Update: Ms. Surprenant, Mr. Childs and members from the Planning Department's Long Range Division provided the Action Committee an overview of the General Plan Comprehensive Review and its relationship to the South Kohala CDP. The planning team used "scenario planning" to explore the South Kohala CDP area. Action Committee members and members of the public asked questions of the team and engaged in discussion. Topics discussed include: infrastructure improvement priorities in the district especially with regard to water facilities, distribution and capacity; Waikoloa emergency access road; emergency routes in Waimea, Puako and Kawaihae; new water facilities cost/potential; Capital Improvement Program; where to accommodate new growth within the district; and communicating with Hawaiian Homelands (DHHL) regarding future zoning intentions as it impacts water capacity for the Kawaihae area.
