The County has designated the <br />Office of Housing and Community Development (OHCD) to administer the CDBG funds for the County. <br />The purpose of the CDBG funds is to encourage the development of viable communities by providing <br />decent housing, suitable living environments and expanding economic opportunities principally for <br />persons of low and moderate income. <br />The OHCD requests project proposals from government agencies/departments and non-profit <br />organizations. The Hawaii County Finance Committee approves the projects and the Hawaii County <br />Council passes a resolution authorizing the Mayor to execute and submit the Action Plan to HUD for <br />approval. <br />The County of Hawaii is not a direct recipient of the HOME Investment Partnerships (HOME) Program <br />funds from HUD. The State of Hawaii is the recipient of the HOME funds and is, therefore, required to <br />submit and report on the performance of the State's Consolidated and Action Plans.
