<br />CR-40 - Monitoring 91.220 and 91.230 <br />Describe the standards and procedures used to monitor activities carried out in furtherance <br />of the plan and used to ensure long-term compliance with requirements of the programs <br />involved, including minority business outreach and the comprehensive planning <br />requirements <br />The County's Office of Housing and Community Development (OHCD) projects inspector continues to <br />inspect all of the HOME rental projects as well as the County's own rental housing projects. There have <br />been no findings. The complexes are well maintained, all of the units inspected are in good condition <br />and provides for a decent, safe and sanitary dwelling. Regular, scheduled inspections ensure that any <br />property standards issues are addressed and corrected in a timely manner. <br />The County has adopted the State's Outreach Plan to Minority Business Enterprises (MBE) and Women's <br />Business Enterprises (WBE) as contained in the State's Consolidated Plan. <br />All public notices that pertain to project proposal solicitations that involve the use of funds from HUD <br />contain language that encourages the use of minority firms, women business enterprises and non- <br />discrimination in employment. <br />All construction bid specifications also include specific information on non-discrimination, contracting <br />with small and minority/women business firms and the requirements of Section 3. In addition, the <br />County continues to inform and encourage all contractors of its requirements of Section 3 during pre-bid <br />and pre-construction conferences. <br />The County monitors its agreements and procurements done by grant recipients each year to determine <br />compliance with all rules and regulations. The State's list of eligible MBE/WBE/DBE's is provided to each <br />grant recipient annually and is also available at the OHCD for the grant recipient to utilize for procuring <br />services and goods for their HOME project to ensure compliance with this requirement. <br /> <br />Citizen Participation Plan 91.105(d); 91.115(d) <br />Describe the efforts to provide citizens with reasonable notice and an opportunity to <br />comment on performance reports. <br />On September 6, 2017, the OHCD published a CAPER public notice in the Hawaii Tribune-Herald and <br />West Hawaii Today. The notice informed the public where copies of the draft CAPER were available for <br />review and invited the public to provide comments on the draft CAPER. The notice and draft CAPER was <br />also posted on the County website. The 15-day public comment period expired on September 21, <br />2017.
