Hawaii Police Commission <br />Regular Session Minutes <br />August 11, 2017 <br />Page 3 <br />EXECUTIVE SESSION <br />Commissioner Carlson motioned to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawaii Police Department, to consider <br />sensitive matters relating to public safety, and may consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, <br />immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County <br />Charter Section 13-20 (b). Commissioner De Luz seconded, and it carried <br />unanimously. Executive session convened at 10:29 p.m. <br />Regular session reconvened at 12:07 p.m. <br />ACTION ON EXECUTIVE SESSION MATTERS (OPEN SESSION) <br />• Consideration and Investigation of Complaints <br />✓ HPC 17-18: Complainant alleged that voices telepathically told him of an officer. <br />He also alleged that while he slept, an officer used other officers to harass him <br />and make him move. Commissioner De Luz motioned that there was insufficient <br />evidence to prove the complainant's allegations of misconduct, and that action by <br />police personnel was lawful and proper. <br />✓ HPC 17-20: Complainant alleged that during his arrest for DUI, officers <br />assaulted him. Commissioner De Luz motioned that there was insufficient <br />evidence to prove the complainant's allegations of misconduct. Commissioner <br />Buckman seconded, and it carried unanimously. <br />✓ HPC 17-21: Complainant alleged that an officer used force on her when they <br />responded to her phone call threatening suicide. Commissioner De Luz <br />motioned that there was insufficient evidence to prove the complainant's <br />allegations of misconduct, and that actions of police personnel were lawful and <br />proper. <br />✓ HPC 17-22: Complainant alleged that during her traffic stop for speeding, the <br />officer was aggressive and threatening. Commissioner De Luz motioned that <br />there was insufficient evidence to prove the complainant's allegations of <br />misconduct, and that the officer's actions were lawful and proper. <br />ANNOUNCEMENTS <br />• Vice Chair Hendricks announced that the Police Commission's next monthly meeting <br />will be on Friday, September 15, 2017, at 9:00 a.m. in the West Hawaii Civic Center, <br />Building G Conference Room, Kailua-Kona, Hawaii. <br />• Collection of files and documents.
