Hawaii Police Commission <br />Regular Session Minutes <br />September 15, 2017 <br />Page 3 <br />Recess was called at 9:43 a.m. The meeting reconvened at 10:00 a.m. <br />EXECUTIVE SESSION <br />Vice Chair Hendricks motioned to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawaii Police Department, to consider <br />sensitive matters relating to public safety, and may consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, <br />immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County <br />Charter Section 13-20 (b). Commissioner Paiva seconded, and it carried unanimously. <br />Executive session convened at 10:02 a.m. <br />Regular session reconvened at 10:53 a.m. <br />ACTION ON EXECUTIVE SESSION MATTERS <br />• Consideration of Complaint HPC 17-23: Complainant reported to the Honolulu <br />Police Department that she was assaulted on the Big Island. She alleged that the <br />report was not sent to the Hawaii Police Department, and that Hawaii Police did not <br />follow-up. The complaint was received more than three years after the incident <br />which is beyond the commission's 90 -day rule for filing a complaint. Commissioner <br />Paiva motioned to declined investigation and to tell the complainant again that she <br />may file a criminal complaint with the police department. Vice Chair Hendricks <br />seconded, and it carried unanimously. <br />ANNOUNCEMENTS <br />• Chair Morioka announced that the Police Commission's next monthly meeting will be <br />on Friday, October 20, 2017, at 9:00 a.m. in the Aupuni Center Conference Room, <br />101 Pauahi St., Hilo, Hawaii. <br />• Collection of files and documents.
