Communication no. 2017-03 <br />6. Makaeo Village (Regional Center). A major retail center is planned near <br />the Old Airport Park. As a mixed use village, the plan is to introduce <br />residential uses into the mix, design a complementary relationship to the <br />Old Airport Park, and to integrate a transit hub or major park and ride <br />facility for commuters (primarily resort workers). <br />7. Kailua Village Redevelopment (Regional Center) In recognition of the <br />importance of Kailua Village as the cultural, retail and visitor core of the <br />Kona District, redevelopment of the area shall be a high priority. The <br />majority of Kona's urban affordable housing is located close to the Village <br />Center, but much of this housing is in poor condition. The availability of <br />infrastructure in the Village offers the opportunity to provide new, high <br />density affordable housing for the resident workforce. Redevelopment <br />plans shall consider the following: location of a transit hub, enhanced <br />pedestrian -oriented improvements along Alii Drive, centralized public <br />parking strategically located in relation to shuttle routes, and village design <br />guidelines. <br />8. Pua`a — Wai`aha Village (Neighborhood) <br />9. Kahului — Puapua`a Village (Neighborhood) <br />10. Kahalu`u Makai Village (Neighborhood) <br />Policy LU -2.4: Transit -Oriented Development (TOD) Floating Zones Established. <br />The TOD's extent and locations on the Official Kona Land Use Map (Figure 4-7) are <br />approximate and become fixed pursuant to the Project District rezoning procedures as <br />modified below: <br />1) Minimum land area. The minimum land area for a new community shall be <br />R9 asses consistent with the zoning code's requirements for project districts, <br />which corresponds to the urban and secondary core, plus a deRSit„ tra RSfer <br />2) Project District Rezoning Application. In addition to the requirements <br />specified for a Project District application, the application shall include the <br />following: <br />a. Master Conceptual Plan. Mix of permitted uses and density; <br />ii. Transportation systems including street layout and standards, <br />transit routes and facilities, and bike and pedestrian pathways; <br />iii.
