Page 121, Policy 1 -Create a Balance of Recreational, Commercial and Industrial around the Harbor <br />area while preserving the Cultural and Historical Importance of the area. Strategy 1.3 -Support DOT <br />commercial Harbor expansion mauka of Akoni Pule Highway. <br />One of the greatest issues for the DHHL Program is the issue of obtaining sufficient potable water <br />for the expansion of residential, agricultural and pastoral lots. This portion of the Hawaiian Homes <br />ACT competes greatly with the issuance of General Leases. It seems, to me, that there should be a <br />Policy that in order to acquire any Permits for developing a General Lease should require equal <br />portions of potable water for expansion of the Kawaihae residential subdivision. General Leases <br />have a tendency to better support to develop General Leases. <br />8. Page 122, Policy 4 -Improve Traffic Safety for vehicular and non -vehicular transportation along <br />Akoni Pule Highway. Strategy 4.4 -Construct pedestrian paths and bikeways along Akoni Pule <br />Highway through the Kawaihae corridor and add appropriate signage to increase safety. <br />Update: The Kawaihae Sub -Committee recently met with State DOT -Highways Hilo Engineering <br />Manager (Donald Smith) to develop bicycling safety needs on Kawaihae Road as well. <br />9. Page 123, Policy 4 -Improve Traffic Safety for vehicular and non -vehicular transportation along Akoni <br />Pule Highway. Strategy 4.1 -Reduce the Speed Limit from 35 mph to 25 mph along Akoni Pule <br />Highway in the vicinity of Kawaihae Harbor as indicated on the Conceptual Plan Map. <br />Remove: Change speed limit 35 mph to 25 mph on Kawaihae Road at the Harbor to Queen <br />Ka'ahumanu Highway. The traffic going south is slow enough going up to Pu'ukohola Heiau on the <br />upgrade slope. Thirty years ago, the speed limit was 55 mph at this location. <br />10. Page 123, Policy 4 -Improve Traffic Safety for vehicular and non -vehicular transportation along Akoni <br />Pule Highway Strategy 4.3 -Form an agreement with DLNR to utilize the land by the old cattle loading <br />area for overflow parking from local businesses. <br />Remove old cattle pens at Kawaihae Small Boat Harbor. Complete. This request was made at the <br />time of the Steering Committee. The Restaurants in Kawaihae requested more parking.
