See SKCDP "General Policy No. 4: Develop programs and standards <br />that will protect the SK community from natural hazards..." and "Sub -policy 4.3: <br />Government agencies should consider providing more emergency shelter facilities in South <br />Kohala." <br />The SKCDP Action Committee finds that infrastructure and facilities to meet public needs <br />for emergency services, evacuation and shelter are of paramount importance in both coastal <br />and mid -slope urbanized and growing communities in South Kohala. The Action <br />Committee recommends that infrastructure and facilities should be aligned and located in a <br />manner than allows community inter -connections to the extent feasible to ensure that the <br />individual communities can provide some degree of emergency support for each other. In <br />particular, the requested second arterial route in and out of Waikoloa Village should be <br />aligned to support this objective, as should the siting and provision of a lowland public <br />emergency shelter, such as is recommended to be sited at Honokoa, in the Kawaihae <br />vicinity, in cooperation with DHHL. <br />3.
