Hawaii Police Commission <br />Regular Minutes <br />October 20, 2017 <br />Page 3 <br />• Other Departmental Activities: Chief Ferreira reported that he spoke to Ms. Stapleton <br />about her concerns. He will respond to her letter and copy the commission. They will <br />be celebrating the Ka'u Police Station's 20th anniversary on Saturday, October 21. Lt. <br />John Briski, Clerk Marilou Carvalho, Systems Analyst Matthew laukea, and Officer <br />Paul Mangus were nominated to represent the Police Department at the annual <br />Employee Recognition Program on November 6. The 85th recruit class recognition <br />ceremony will be held on November 15. <br />Deputy Corporation Counsel Hall stated that she will step away from the discussion <br />during the commission's investigation of Complaint HPC 17-24 because it involves her <br />relative. <br />EXECUTIVE SESSION <br />Commissioner Carlson motioned to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawaii Police Department, to consider <br />sensitive matters relating to public safety, review the Police Chief's Program of Work <br />which relates to his evaluation, and may consult with Corporation Counsel on questions <br />and issues pertaining to the commission's powers, duties, privileges, immunities, and <br />liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section 13- <br />20 (b). Vice Chair Hendricks seconded, and it carried unanimously. Executive session <br />convened at 9:40 a.m. <br />Regular session reconvened at 10:00 a.m. <br />Ms. Hall exited her seat. <br />Consideration and Investigation of Complaints (All complainants requested to be <br />heard in open session.) <br />✓ HPC 17-24: Complainant Timothy Williams alleged that Officer Darryl Castillo <br />harassed him. He also accused a State Sheriff. <br />TIMOTHY WILLIAMS came before the commission and swore to tell the truth. <br />He spoke at length of his background, being Hawaiian, his dad is from Hawaii, <br />buying a house in Hawaii. He showed news clippings of himself when he was <br />16 years old and spoke at length of those times. He is a motivational speaker. <br />The situation was that a man got shot in the head. He has been a pastor for <br />over 20 years. He has a great legacy. When he was at the hospital, he saw an <br />officer looking at him like crazy. He asked the officer if he knew him. He said he <br />did. This officer posted his picture on Facebook. He has since received threats. <br />The Chief of Police would not meet with him. <br />
