Hawaii Game Management Advisory Commission Meeting <br />Minutes – August 22, 2017 <br />IV: STATEMENTS FROM THE PUBLIC: <br /> <br /> None <br /> <br />V. COMMUNICATIONS: <br /> <br />A. FINANCIAL REPORT: <br /> <br />James O’Keefe moved to accept the Financial Report. Seconded by Dwayne <br />“Ike” Yoshina and carried unanimously by a voice vote. <br /> <br />B. LEGISLATIVE REPORT: Update on County of Hawaii Gun Range <br />Progress. <br /> <br />TL: Jon Sabati and Ryan Kohatsu are not present. Both provided statements and <br />will be read. <br /> <br />WC: Ryan Kohatsu’s statement on State GMAC. Sorry I wrote this really with little <br />time to dress up edit. Update on the last state GMAC meeting last Thursday. <br />Commissioner and Vice Chair Buchanan drafted a letter requesting the BLNR <br />to postpone aerial shooting for Waianae Mountains to seek further community <br />solutions. Also, a committee was formed containing members of the public <br />and Oahu commissioners voted on and approved by the commission – do not <br />know the status of BOD receiving the letter or a response yet. There was an <br />opportunity for priorities on the agenda - between the first meeting and last I <br />went around a few hunting communities and picked up a few things being <br />general consensus and agreements is typically the low-hanging fruit and <br />easiest to accomplish. I rank these items accordingly. Of course, this is just <br />my sense – community can change or add: <br /> <br />1) Poaching – every community or individual hunting on public land on Big <br />Island expresses some level of concern regarding poaching. I have not yet <br />met somebody – someone legally hunting public land that wants poaching <br />to increase or stay at sustained levels. Agreement seems easy on this on <br />so in an effort to curb poaching made a request to publish hunting <br />violations on the DOFAW hunting – the newsletter. If unable to do this, <br />perhaps community can request it of district DOCARE managers and <br />publish it that way. Doing little perceived efforts were not deterring <br />poaching only undermines the legal hunting of community and stifles <br />progress in many areas related to hunting or game management. <br /> <br />2) Hunting Rules – find things that the community can agree on. Create an <br />efficient package for changes and get that done. A big package can take <br />seven years. He does not see why a small one should take even a year. <br />One year, three to four things done a year, is better than seven years <br />maybe getting something done.
