November 27, 2017 <br />South Kohala CDP Action Committee 2018-19 CIP Recommendations <br />Page 2 of 2 <br />agreement, would provide the only public emergency shelter in coastal South Kohala <br />without operation expense to the County of Hawaii. See SKCDP "General Policy <br />No. 4: Develop programs and standards that will protect the SK community from <br />natural hazards..." and "Sub -policy 4.3: Government agencies should consider <br />providing more emergency shelter facilities in South Kohala." <br />The SKCDP Action Committee finds that infrastructure and facilities to meet public <br />needs for emergency services, evacuation and shelter are of paramount importance in <br />both coastal and mid -slope urbanized and growing communities in South Kohala. The <br />Action Committee recommends that infrastructure and facilities should be aligned and <br />located in a manner than allows community inter -connections to the extent feasible to <br />ensure that the individual communities can provide some degree of emergency support <br />for each other. In particular, the requested second arterial route in and out of Waikoloa <br />Village should be aligned to support this objective, as should the siting and provision of <br />a lowland public emergency shelter, such as is recommended to be sited at Honokoa, in <br />the Kawaihae vicinity, in cooperation with DHHL. <br />3. Puako Community Wastewater Treatment System — Community Facilities <br />Financing District <br />The Action Committee asks that the County support the request of the Puako <br />Community Association for establishment of a Community Facilities Financing District, <br />pursuant to Chapter 32 of the Hawaii County Code, for County -sponsored landowner <br />financing of a $5,000,000 share of the estimated $15,000,000 cost of a wastewater <br />treatment system needed to replace existing cesspools and septic tank/leach field <br />systems in that coastal area. The Action Committee finds the cessation of residential <br />wastewater pollution of the nearshore aquatic environment fronting the Puako <br />community to be of great importance and a high priority within the South Kohala <br />planning area.
